Job Content:

  • Actively monitor and analyze the context, conflict dynamics and actors within the area of responsibility (Greater Bahr El Ghazal) and provide input into briefings, reports and analysis on the impact of local dynamics on WFP access and programmes.
  • Establish and maintain contacts useful to WFP humanitarian operations, and contribute to the development and maintenance of a stakeholder map in the area of responsibility.
  • Support the clearance and notification process for WFP staff and cargo movements.
  • With approval from the Head of Access and/or Deputy Head of Access, engage in ad hoc negotiations with personal contacts in the field.
  • Liaise with relevant Units in order to support operational planning
  • Support the development and implementation of trainings and learning tools for national staff pertaining to basic negotiations and best practices to ensure a principled response.
  • Work with procurement in order to create requests and follow up on the process until items are delivered.
  • Provide translation when necessary and appropriate for the Head and Deputy Head of Access Unit;
  • Perform other related duties as required.

    Qualifications & Experience Required:

    Education &Experience:

  • Secondary School Education, 6 years working in the humanitarian sector, especially coordinating among local and state authorities and the humanitarian community, and experience negotiating with communities and local and state authorities in order to achieve humanitarian objectives.

    Knowledge& Skills:

  • Expert knowledge of the South Sudanese context and/or local contexts within South Sudan, especially key actors and groups, as well as social, political, and conflict dynamics; pre-existing network of influential contacts;
  • Knowledge regarding the implementation of humanitarian operations and WFP in particular; ability to communicate effectively; knowledge of Civil-Military Affairs, humanitarian principles, and any field related to WFP mandate and operations: food and nutrition, M&E, gender, accountability to affected populations, protection, disaster manage, or food security, ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds; ability to cope with situations which may threaten health or safety and to live in challenging environments; flexibility in accepting work assignments outside normal desk description or outside of terms of reference.

    Languages:

  • Working knowledge of English, Arabic as well as Nuer and/or Dinka.
