Org. Setting and Reporting

This position is located within the Security Section of the United Nations Mission in South Sudan (UNMISS) with duty station in Juba. Juba is classified in the “E” category and as a nonfamily. Under the overall command of the Chief Security Officer, the Close Protection Officer at FS-4 level reports directly to the Close Protection Coordinator through his/her Team Leader on all close protection’s issues.

Responsibilities

Within delegated authority and under the direct supervision of the Close Protection Team Leader, the incumbent performs the following functions:

• Conducts close protection operations for Senior UN Officials.

• Remains within the proximity of the Senior UN Officials at all times and implements mitigating measures to preserve his/her security and safety.

• Remains vigilant and alert at all times due to potential threats to the Senior UN Official.

• Maintains an effective and efficient security coverage for the office and personal residence of the Senior UN Official.

• Conducts close protection operations in accordance with UNDSS Manual of Guidance and policies on close protection Operations.

• Coordinates activities with relevant parties and interlocutors including other appropriate security organizations as required.

• Co-ordinates with local authorities during close protection operations.

• Conducts advance work and implement pre-established security arrangements.

• Contributes to pre-deployment briefings.

• Operates all close protection equipment and logistics to ensure its operational readiness.

• Assists in training sessions on close protection matters to keep abreast with current tactics and techniques.

• When necessary, supervises the Close Protection Unit drivers and Local Security Assistants in the performance of their assigned duties.

• Perform any other duties as required.

Work implies frequent interaction with the following:

• Field Security Coordination Officers, Close Protection Coordinator

• Team Leader Close Protection Unit

• Other Close Protection Officers and DSS & Mission Security Officers in the mission d. FSA from UN Agencies

• Office of the Senior UN Officials, UNSOS and UNSOM.

• Host Government officials

• UNMISS and Security officials from other national and international organizations

• Teamwork – Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position.

Education

  • High school diploma or equivalent is required.

    Job – Specific Qualification

  • UNDSS Close Protection Officer Certification (CPOC) is required.

    Work Experience

  • A minimum of six (6) years with a high school diploma or equivalent of experience in the military, police or security management is required.
  • At least two years of progressively responsible experience in close protection with a national, private or international security organization is required.
  • At least one year’s experience and exposure at International level and in a conflict or a post conflict environment is required.
  • Experience and proficiency in the use of close protection weapons, communications, surveillance equipment, and vehicles is required;
  • Experience in close protection of one or more principles; static and mobile protection is desirable.
  • Experience in conducting close protection training is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in oral and written English is required.
