US Embassy in Uganda HIV Prevention, Care and Treatment Specialist Jobs
Duties
The incumbent of this position is a senior project manager and the key public health advisor on HIV prevention, care and treatment to the PEPFAR program manager and Country Director. Job holder provides comprehensive public health technical, administrative and managerial advice and assistance in support of treatment activities provided under the President’s Emergency Plan for AIDS Relief (PEPFAR).
They serve as a technical leader and resource in the strategic planning, program and activity design, budgeting, implementation, monitoring and evaluation of HIV/AIDS Prevention, Care and Treatment programs/project activities.
The specialist serves as an in-house subject matter leader on HIV/AIDS prevention, care and treatment and a DOD/WRAIR representative in policy strategic and technical engagements with the host country Ministry of Health (MOH) technical working groups, interagency teams, Non-Governmental Organizations (NGOs), international and bilateral organizations and donor agencies to address technical issues and coordinate efforts in implementation of HIV/AIDS prevention care and treatment activities.
Qualifications and Evaluations
Experience:
A minimum of five (5) years of mid to senior level experience in the field of public health programming in developing or middle-income countries, with a focus on HIV/AIDS Prevention, Care and Treatment, is required.
Job Knowledge:
Must have in-depth and detailed professional-level knowledge of development principles, concepts, and practices, especially as they relate to managing HIV/AIDS Prevention Care and Treatment activities in the host country, and the problems and policies of the host country from the business, political, civil society, and social perspectives.
Must have knowledge and understanding of the economic, political, social, and cultural characteristics of the host country and the region; development problems in the HIV/AIDS sector in the host country and the region; an understanding of the resources, resource constraints, and overall development prospects and priorities of the host country and the region.
Demonstrated understanding of state-of-the-art HIV/AIDS combination prevention initiatives including HIV counseling and testing, gender-based violence prevention and mitigation and post violence care, targeted key and priority population programming, condom promotion, social and behavior change communication, pre-exposure prophylaxis, and voluntary medical male circumcision.

Education Requirements:
A Master’s Degree in Public Health, Epidemiology or Medicine is required.

Skills and Abilities:
Ability to communicate information in an objective, transparent, accurate, data-driven, and concise oral and written form and to represent DOD WRAIR/Uganda’s programs and priorities to a wide range of outside parties including senior Ugandan officials, DOD WRAIR senior management, and others is required.
Ability to provide technical leadership in HIV/AIDS Prevention Care and Treatment; and apply this knowledge to advanced programming in the host country and the region; and the ability to travel to regions and districts within Uganda is required.
Ability to present information, analyses, and recommendations in clear written and oral formats while using data for decision making is required.
Ability to independently conceive, plan, organize, manage, and evaluate important, diverse and complex work projects, to drive high-level performance and outcomes of DOD WRAIR HIV treatment programs is required.
Ability to respond professionally and adjust in fluid situations in order to meet deadlines in the face of competing priorities and time pressures is required.
Ability to establish and maintain effective working relationships with implementing partners, private sector partners, other donor partners, and both central and district level Government of Uganda counterparts is required.
Demonstrated ability to work with local civil society and faith-based organizations including mentoring them and building their technical and institutional capacity is required.
Excellent interpersonal skills, including diplomacy and tact, to work effectively with people at all levels in a culturally diverse environment, accept divergent points of view and help find consensus to achieve team goals, is required.
Excellent computer skills including in Microsoft Office (Word, Excel, Outlook, etc.).
