The International Labour Organization (ILO) is currently seeking applications from the eligible applicants for the post of National Project Manager in Manila, Philippines. The duration of this post is 8 months.

The mission of the ILO is to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues.

Key Job Responsibilities

The National Project Manager will perform the following functions:

  • Lead the project and ensure its timely implementation, adopting a results-based approach through management functions, including provision of technical and administrative supervision to the project team in line with the ILO policy, rules and regulations and in according to the final project document.
  • Maintain close cooperation and coordination with government, employers’, and workers’ organizations both at the national and local levels in the planning and implementation of activities in the country under the project, and especially through the Project Advisory Committee.
  • Establish effective linkages with relevant projects and activities of the ILO to secure necessary technical inputs from them and generate synergies.
  • Elaborate workplan in accordance with the project document and budget and in consultation with the key stakeholders above mentioned.
  • Provide high quality technical inputs on key activities of the project in close coordination with the relevant ILO specialists and, when appropriate, external consultants.
  • Organize and oversee advocacy activities as required by ILO and the donor, including the development of knowledge materials which could be in the form of case studies of successful business uptake of ILO tools and strategies, to amplify the results of the project in respect of non-beneficiary enterprises.

Eligibility Criteria

Applicants must have:

  • First level university degree in economics, management/public administration, social/medical science, or a related field, including among others, occupational safety and health, and MSME development.
  • 2 to 3 years of experience in project management, supervision, administration, and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor).
  • Project experiences with UN agencies is an advantage.
  • Experience and knowledge on project monitoring system adopting a results-based approach.
  • Experience in labour-related studies or operations will be an advantage.
  • Experience in technical assistance in labour-related legislation and statistics will be a major advantage.
  • Excellent command of English in both speaking and writing.
  • Proficiency in Filipino is an advantage.
