The International Labour Organization (ILO) is currently seeking applications from the eligible applicants for the post of Monitoring and Evaluation Officer, in Manila, Philippines. The duration of this post is 1 year.

Key Job Responsibilities

The Monitoring and Evaluation Officer, will perform the following functions:

  • Technically coordinate the designing, implementation and operationalization of the project’s M&E System and Performance Monitoring Plan.
  • Roll out the evaluation methodologies (e.g., qualitative, quantitative, mixed-methods) and data collection and analysis methodologies.
  • Provide substantial inputs and facilitation of the strategic planning and performance measurement activities of the project.
  • Coordinate the inputs, information and data on planning and monitoring generated under the project.
  • Contribute to the design and implementation of the baseline studies, mid-term and endline studies under the project, including surveys, quantitative and qualitative studies.

Eligibility Criteria

Applicants must have:

  • University Degree in statistics, demographics, public policy, international development, economics, or related field.
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and performance monitoring plans.
  • Experience developing reporting tools, including in Microsoft Excel.
  • Experience developing and refining data collection tools.
  • Experience with data quality assessments and oversight.
  • Experience managing and providing ongoing training to M&E field officers.
  • Ability to facilitate and serve as a project liaison for externally-managed evaluations.
  • Excellent written and spoken command of English is required.
