International Organization for Migration Peacebuilding Officer (Transition and Recovery) Jobs in South Sudan
Context:
IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support, humanitarian response and resilience, and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH), and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and standard transport services.
Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan Country Office (CO) implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.
Under the overall guidance of the Head of Humanitarian Assistance and Operations and the direct supervision of the Programme Coordinator (Transition and Recovery), and in close coordination with the Program Support Unit, the Peacebuilding Officer (Transition and Recovery) will provide technical support and contribute to the development and implementation of key peacebuilding approaches, including conflict prevention, conflict management and sustaining peace based on practice and academic approaches.
Deep analytical acumen is vital for understanding the region’s political, social, and economic dynamics, which feeds into crafting long-term strategies for peacebuilding. The Peacebuilding Officer will effectively collaborate with the team and external stakeholders. Given the context-sensitive nature of the role, versatility is paramount to facilitate project alignment with broader organizational goals that effectively address the evolving needs of South Sudan.
Core Functions / Responsibilities:
Support Transition and Recovery projects with a focus on peacebuilding and community stabilisation by contributing technical inputs and guidance for the development, planning, coordination and implementation of project activities, facilitating alignment with established objectives and targets in accordance with IOM standards and donor requirements.
Monitor the implementation of Transition and Recovery, peacebuilding and community stabilisation project activities to ensure effective implementation and continuous refinement based on ongoing feedback and situational analyses by the project team and relevant implementing partners, including regular on-site monitoring and field travel to evaluate program performance, reporting, communications, and monitoring and evaluation activities, while checking compliance with donor requirements.
Provide technical and logistical support for the design and roll out of monitoring and evaluation tools as well as monitoring of progress against milestones, identify potential roadblocks, and recommend solutions to ensure timely and effective implementation. Facilitate the preparation of regular updates, feedback loops, and refinements to project strategies based on ongoing analysis and lessons learned.
Contribute to the development of new programs/projects in close coordination with relevant teams, Programme Support Unit and Transition and Recovery Coordinator.
Regularly conduct various analyses of the political, social, and economic contexts in the assigned region. Document potential sources of conflict, and recommend opportunities for peacebuilding and avenues for sustaining peace and development. Update and revise these analyses as situations evolve, emphasizing long-term strategies that promote sustainable peace and development in tandem.
Research and recommend funding needs, contribute to the development of funding proposals, and closely collaborate with donor counterparts and international institutions to assist in securing resources necessary for peace and development initiatives.
Contribute to IOM Transition and Recovery peacebuilding and community stabilization programmes and initiatives by providing feedback and recommendations based on contextual analyses.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
Master’s degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law, Peace and Conflict Studies or a related field from an accredited academic institution with two years of relevant professional experience; or,
University degree in the above fields with four years of relevant professional experience.
Experience
Knowledge and experience of peacebuilding programming, and project management is required;
Proven experience in youth peace and security and climate security programming;
Proven experience in designing and implementation of assessments, field-based research and analysis, and programmatic impact monitoring;
Familiarity with and/or experience in South Sudan or in other conflict and post-conflict contexts in Africa is an asset; and,
Familiarity with and/or experience in post-conflict environments is an asset.
Skills
Excellent analytical, communication, writing, reporting and presentation skills;
Knowledge of peacebuilding and recovery principles, international standards, and frameworks;
Knowledge of UN, IOM and Non-Governmental Organisation (NGO) mandates and programmes in the recovery response, Internally Displaced Persons (IDPs), post-conflict environment, triple nexus and development;
Excellent coordination and computer literacy skills;
Strong interpersonal skills and ability to work effectively and harmoniously with colleagues from diverse cultures and professional background;
Demonstrated organizational skills; the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment;
In depth knowledge of UN peacebuilding and recovery principles, international standards, and frameworks;
Substantial knowledge of non-profit work including analysis, research and assessments on post-conflict and peacebuilding in post-conflict settings; and,
Excellent analytical, communication, writing and presentation skills.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
