The United Nations Office to the African Union (UNOAU) was created in 2010 to strengthen the United Nations’ interaction with the African Union. UNOAU is mandated to contribute to enhancing the partnership between the United Nations and the African Union in the area of peace and security, provide coordinated and consistent United Nations advice to the African Union on both long-term capacity-building and short-term operational support, and streamline the United Nations presence in Addis Ababa to be more cost-effective and efficient in delivering United Nations assistance to the African Union.
UNOAU plays a key role in the implementation of the Joint UN-AU Framework for Enhanced Partnership in Peace and Security, signed by the United Nations Secretary-General and Chairperson of the African Union Commission on 19 April 2017.
This position is located in the General Services Unit of the Administrative Support Section of UNOAU in Addis Ababa, Ethiopia. Within delegated authority, the incumbent of the post reports to the Administrative Officer / Head of Administrative Support Section.
Responsibilities
Within delegated authority, the Logistics Officer (FS-6) will be responsible for the following duties:
Prepares drafts of various, complex logistics plans, for the Office.
Prepares drafts of mission specific Standard Operating Procedures and submits to his/her supervisor for review.
Prepares and drafts budget requirements for the Office and submits to his/her supervisor for review.
Manages logistics operations including management of logistics assets, material, contracts, and personnel. Ensures timely, accountable, and cost-effective delivery of cargo and personnel.
Coordinates and provides logistics support to ongoing operations in the Office.
Ensures that logistics requirements take account of gender-specific needs.
Participates in technical survey for the office and verification.
Identifies requirements and shortfalls within his/her unit and plans; and manages special logistics operations.
Keeps required records of logistic activities and level of essential supplies.
Coordinates logistics activities with procurement, finance, human resources, and other Units. Follows up on legal and financial aspects of logistic support.
Coordinate and oversee supply chain operations, including transportation, inventory management, and procurement.
Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
Coordinates logistics operations with other UN agencies, and other organizations.
Monitors that supervised staff are adequately trained, cross trained; identifies additional training needs to achieve high working standards.
Guides and supervises new/junior staff.
Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
Ensures that requirements and background information used for data analysis are documented.
Coordinate repairs, inspections, and preventive maintenance to ensure UN owned properties are in good condition.
Conduct research and keep upbreast on property laws, regulations, and ensure property operations are complying.
Identify and address potential risks, ensure property safety, and implement security measures.
Monitor and analyze logistics performance metrics to identify areas for improvement.
Monitors performance of the vendors/contractors and takes follow-up action as necessary, to ensure timely delivery of goods and services ordered and in compliance with the terms and conditions of relevant purchase order and contracts.
Plan and manage logistics schedules to meet customer requirements and minimize costs.
Maintain accurate records of inventory, shipments, and transactions.
Maintains relevant internal databases and files; keeps track of any contractual agreements, directs provisioning contracts, etc. and informs affected users of contractual rights and obligations.
Ensure compliance with local and international regulations governing transportation and logistics activities.
Performs other related duties as required.

Education
High school diploma or equivalent is required. Successful completion of both degree and non-degree programs in, data analytics, business analytics or data science programs is desirable.
Job – Specific Qualification
Professional certification in IPSAS is desirable for this position. Do you have such certificate? If so, please upload a copy of the certificate.
Local Process Expert (LPE) Certification as a Trainer in Umoja property management or equivalent is desirable for this position. Do you have such certificate? If so, please upload a copy of the certificate.
Successful completion of both degree and non-degree programs in supply chain management is desirable for this position. Have you completed such degree and non-degree programs in supply chain management? If so, please upload a copy of the certificate.
Work Experience
A minimum of ten (10) years of progressively responsible experience of practical field logistics operations or related area is required.
The minimum years of experience is reduced to five years for candidates who possess a first-level University degree.
Experience in data analytics or related areas is desirable.
Experience in inventory accounting for Intangible assets and Fixed assets is desirable.
Experience in Supply Chain Acquisition Planning tool e.g., Gross Demand, Net Demand and Source plan is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in English, both oral and written is required; Knowledge of another UN official language is desirable.
