Job Purpose

The Temporary Finance Manager is responsible for carrying out financial and accounting duties in compliance with USG regulations, Feed the Children policies and procedures and statutory requirements. S/he will oversee the effective and efficient use of country program resources.

Note that this is a 3-month fixed term position. The successful incumbent will be required to be of Malawian citizenship and will be based at Feed International Operations offices in Lilongwe, Malawi.

Responsibilities

Financial Planning and Reporting

  • Financial monitoring of Feed the Children annual budget. Develop corrective actions for deviations against financial plans.
  • Prepare accurate and timely Quarterly donor/funder reports that reconciles to Quick Books by the 10th of the following month
  • Collaborate with program and operations team to prepare monthly pipeline and accruals reports by the 10th of the following month
  • Conduct compliance checks on transactions to detect and eliminate instances of fraud and misappropriation of project resources. Report non-compliance immediately to line manager

    Accounting and Financial Control

  • Lead the month end closure processes and submit the reports to line manager not later than the 7th of each month.
  • Review the cost principles and ensure that all procurement transaction meet the minimum USG regulations before submitting Purchase Orders for signing
  • Monitor payments to ensure that supplier invoices are paid not later than 30 working days
  • Manage staff advances effectively by following up balances over 30 working days
  • Timely submission of monthly deliverables: VAT reimbursement, bank reconciliation, mobile payment platform reconciliation and cash request on the 5th of each month
  • Reconcile stock and inventory balances in QuickBooks with physical reports
  • Prepare the payroll. Ensure staff are paid by the 25th of each month. Check that donor funding allocations are accurate, and calculations for salary, income tax, government levies and other payroll related costs are booked and paid in accordance with legislation
  • Prepare journals with relevant supporting documents for line manager approver
  • Allocate shared costs according to approved cost share allocation.
  • Review payment documents to ensure accurate costing of transactions
  • Maintain optimal daily bank balances

    Grants Management

  • Review sub grantee monthly financial reports and supporting documents, and post approved expenses in the month they are reported
  • Organize and conduct Quarterly grant financial review

    Operations

  • Analyse and reconcile fuel use by the 10th of each month. Collaborate with Logistics to investigate fuel use anomalies and implement corrective actions the same month
  • Update the asset and inventory register monthly

    Required Qualifications, knowledge, Skills and Abilities

  • A bachelor’s degree in accounting, Finance or Business Administration plus Certified Public Accountant qualification.
  • At least 8 years accounting experience, 3 of which should be at the level of Senior Accountant.
  • Experience working with USG awards.
  • Ability to work well with others, including project staff, government counterparts, implementing agencies and vendors.
  • Experience of grants management, finance, budgets, and financial reporting, preferably within an NGO.
  • Proven prudence and integrity in the management of staff and financial resources.
  • Dependable member with proven ability to lead, motivate and work among managers.
  • Good communication skills, tact, patience and diplomacy.
  • Understanding of programming and willingness to participate in program events.
