United Nations Office on Drugs and Crime Consultant (Legal/Research) Jobs in Kenya
Background of the Assignment:
About 90% of the world’s cargo is transported in maritime containers, but only less than 2% is physically inspected by the authorities. This provides ample opportunities for illicit activities, such as avoiding customs duties, circumventing quotas or smuggling illicit materials, such as wildlife products, counterfeit goods, weapons and drugs.
Also, criminal networks have intensified their operations in the Eastern Africa Region and expanded their illicit trade activities across the entire region by engaging in drug trafficking, arms trafficking and organized crime.
Today, it is widely believed that the only viable way to control containerized cargo is through information-based risk analysis followed by detection technologies. In this way, it becomes possible to target high-risk consignments and proceed with physical examinations, only where needed.
The Container Control Programme (CCP) is a joint initiative between the UNODC and the World Customs Organization (WCO) that was developed for the purpose of assisting governments in establishing sustainable enforcement structures in selected seaports, dry ports, airports and border crossing points.
These enforcement structures are multi-agency units that work together in order to counter the illicit trade of goods. Through the appropriate training, these units contribute towards minimizing the risk of maritime containers and air-cargo being exploited for trafficking of illicit goods, and other forms of organized crime activity.
The assignment will be conducted in the framework of the Global Container Control Programme: To support project implementation, in particular logistics aspects for the setting and procuring equipment for the operationalization of CCP units, as well as reporting and the provision of training for targeting and inspecting high-risk containers with a specific focus on drugs, precursors and other transnational organized crime activities.
The aim is to support the systematization, reporting and the building of capabilities of established Port and Airport Control Units (PCUs / ACCUs) to enhance their capabilities to target and inspect high risk containers suspected of carrying illegal goods.
