The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
Headquartered in Nairobi, Kenya, UNEP has a network of country, liaison, sub-regional and regional offices facilitating the relevant country, sub-regional and regional processes, and coordinating the coherent delivery of UNEP’s programme targeting the causes of climate change, nature and biodiversity loss, and pollution and waste through seven interlinked subprograms for action.
These are: Climate Action, Chemicals and Pollution Action, Nature Action, Science-Policy, Environmental Governance, Finance and Economic Transformations, and Digital Transformations. UNEP Regional Office for Africa (ROA) supports environmental governance institutions and processes and engages a broad range of partners that include governmental, nongovernmental, academic, and private sector entities on multilateral environmental agreements and sustainability programmes and projects in response to national, sub regional and regional needs and priorities.
UNEP’s support to countries, sub-regions and Africa is guided by reforms of the UN Development System including the UN Resident Coordinator and UN Country Team systems. This position is in UNEP-ROA at the Nairobi duty station. Under the direct supervision of the Director and Regional Representative, ROA, the incumbent will carry out the following duties:
Responsibilities
Awareness creation and advocacy – Develop and implement climate action awareness sensitization programmes and activities in Africa for all stakeholders; implement a comprehensive communication strategy including through interactive websites, social media, dialogues and other forums and platforms.
Policy support, development and harmonization – Support governments to develop, review and implement harmonized and gender-sensitive sustainable climate action policies, institutional and regulatory frameworks.
Program development and implementation – Conceptualize, develop, implement and monitor climate action programmes, projects, activities and initiatives to promote access to renewable and affordable energy in Africa; and incorporate environmental considerations into decision-making processes.
Capacity building and technical support -provide technical and scientific support to countries on the collection of climate action, related data, information and knowledge resources including the GIS-based renewable energy databases through capacity building and south/south and north/south collaboration.
Establish and implement a regional climate action network – establish, manage and monitor a regional climate network to facilitate exchange of information, lesson learning, sharing of good practices and collaboration.
Partnerships and resource mobilization – Develop a broad partnership for climate action, development in Africa, including with governments, UN agencies, international, regional and national non-governmental organizations, the private sector; civil society, and others stakeholders; mobilize global regional, bilateral and other resources to support implementation of climate action, programmes, projects and activities in Africa in line with the UNEP medium term strategy and programme of work.
Additional support to the work of UNEP -undertake any other tasks as may be delegated by management of the United Nations Environment Programme.
Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
Perform other related duties, as required.
Competencies
Professionalism: Knowledge of UNEP institutional mandates and polices; Ability to coordinate the production of major environmental reports; Demonstrated ability to identify key strategic environmental management issues and to provide/innovate technical and scientific inputs and guidance; Familiarity with the formulation and management of UN programs is highly desirable; Conceptual analytical and evaluative skills to conduct independent research and analysis.
Teamwork: Works collaboratively with colleagues to achieve organizational goals; Solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; Places team agenda before personal agenda; Supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position;
Planning and Organizing: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments; adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning.
Education
Advanced university degree (Master’s degree or equivalent) in environment, climate change and/or development or related area is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
A minimum of seven (7) years of progressively responsible experience in environment, climate change or related area is required.
Experience in United Nations Framework Convention on Climate Change (UNFCCC) or in a similar organization including negotiation processes is required.
Experience in programme and project management preferably in the field of environment and climate change such as adaptation and mitigation is desirable
Experience in UN programming processes or similar organizations at the country and regional level is desirable.
Two (2) years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Working knowledge of French is desirable.
