In the contemporary global condition, it is increasingly evident that strategic regional planning is key to addressing strategies for systems of human settlements, their networks, regional hubs, and corridors, and is vital for the preservation and enhancement of urban-rural linkages, social inclusion and peace building, inclusive prosperity, and the protection of the environment through sustainable spatial policies.
UN-Habitat believes that strategic regional planning, which includes spatial and socio-economic data collection, integrated regional development and investment planning can contribute to better management of resources and increased efficiency of investments in specific regions. For that, in the latest years, UN-Habitat has increased its efforts in developing a response at the territorial/regional scale, developing tailored methodologies to address the intermediate scale between the national strategies and visions and the city/local priorities.
Part of those efforts are represented by the Spatial Development Framework (SDF) and the Regional Capital Investment Planning, two components of the same methodology that are meant to support decision-makers in direct investments more efficiently, based on a better informed and evidence-based data system. The methodology can be applied in fragile contexts, where resources are limited, and guide UN agencies and donors in Basic Human Needs-programming.
The Planning Finance and Economy Section (PFES) supports the UN-Habitat Office in Kabul for the State of Afghan
Regions project (SoAR). The overall objective of the project is to provide accurate and up-to-date spatial data and analyses to support urban and territorial planning to inform decision-making to invest in Basic Human Needs (BHN) as part of programmes in Afghanistan.
Duties and Responsibilities
Under the direct supervision of the Programme Management Officer, Urban Lab of the PFES, the consultant will be responsible for providing substantive inputs in the development of normative tools. He/she will carry out support in the following duties and responsibilities:
