Diakonie Katastrophenhilfe Regional Security Manager Jobs in Kenya
Purpose of Position
The RSM provides technical leadership in Health, Safety & Security (HSS) management in the Areas of Responsibility (AoR) of the RO ESA to protect staff, assets, operations, and interests. He/she advises the Regional Director on all safety & security-related risks the organization is facing and supports COs in all related matters.
The RSM works closely with Country Offices’ security focal points (CO SFPs) and the EWDE Global Security Unit. He/she is responsible for coordinating, consolidating, and ensuring smooth implementation of and adherence to security procedures and provides support to the DKH program staff.
Major Responsibilities
Technical Leadership
Provide technical advice and support to the Regional Director and Country Directors on HSS and incident management issues and their likely impact on operations. In cases of immediate emergency and the absence or unavailability of the Regional Director and the Global, Security Advisor can directly take HSS decisions.
Provide technical guidance to the Security Focal Points (SFP) across the region.
Ensure that HSS Management is considered and included in program planning and strategy development across the ESA region.
Operational Security:
Ensure consistency in the approach to Health, Safety, and Security (HSS) across the region while ensuring flexibility for contextualization. This may include suggesting improvements to key processes, guidelines, and tools.
Draft and/or revise Health Safety and Security (HSS) plans and Standard Operation Procedures (SOP) for Areas of Operations (AoO) regularly following the EWDE HSS Standard
Conduct and regularly review Security Risk Assessments (SRA) for countries and/or contexts within the AoR of the RO
Review the risk ratings of the Security Phases (EWDE HSS Standard SOP1) for the different Areas of Operations (AoO) within the AOR of the RO
Assesses safety & security capacity and systems of the organization’s partner organizations. Ensure that they receive support in HSS management, including leveraging the organization’s systems, tools, and best practices as relevant.
Advise on and support efforts at the field level to enhance the reputation of Diakonie Katastrophenhilfe, image, and acceptance within the community and amongst relevant stakeholders.
Liaise with external security networks (INSO, UN, INGOs, Embassies, etc.) on regional humanitarian safety & security matters.
Facilitate compliance of staff and offices with HSS plans and regulations. Analyze results of Country Office assessments to determine areas where there are compliance issues. Follow-up with Country Office staff to develop and implement improvement strategies and plans.
Provide HSS input into developing contingency plans for the RO and COs
If requested provide HSS support on behalf of the Protestant Agency for Diakonie and Development (EWDE) to the DKH sister organization Bread for the World (BftW) as well as professional volunteers deployed to local grassroots organizations within the ESA region
Ensure the safety and security of all assets, infrastructure, and documents within the AoR of the RO; this includes conducting regular office security checks and leading on the follow-up of the checks and other exercises such as office checks (in close collaboration with Compliance)
Incident Management:
Lead on the management/guidance of serious incidents and advise the Regional Directors and Country Directors on incident management processes.
Be a member of the Incident Management Teams (IMT) of all three Country Offices in the ESA region (Somalia, South Sudan, and Mozambique)
Act as coordinator of the Regional Office Incident Management Team (IMT), facilitating the IMT process and executing decisions made by the IMT Leader
Monitor events in assigned countries – review incident report submissions for accuracy and follow-up.
Coordinate with the EWDE Global Security Unit on IMT procedures by the global EWDE Incident/Emergency/Crisis Management procedures.
Support EWDE-wide incident/emergency/crisis management efforts in the Region on a need’s basis.
Travel Security & Travel Risk Management:
Ensure that Country Offices implement Field Travel and Visitor Management procedures following EWDE HSS Standard SOP 5 and SOP 6
Provide security Briefings to Nairobi/Kenya visitors and new staff on arrival.
Conduct travel risk assessments, travel security briefings, and traveler monitoring.
Advise Nairobi-based staff, consultants, and visitors as well as Kenyan staff based abroad on travel risk mitigation.
Sign off travel applications/ provide travel clearance in close coordination with line managers/supervisors.
Coordinate with partner organizations the safety & security arrangements for field visits of staff, consultants, and visitors.
Capacity Building:
Lead, manage, and provide capacity-building support to employees in Health, Safety, and Security (HSS) by ensuring clear goals and accountabilities are established and achieved.
Design and deliver training to improve the skills and capacities of Country Office Security Focal Points (SFP)
Build the capacity of partner organizations in the area of Safety & Security
Facilitate staff training based on the EWDE HSS Minimum Training Requirements “Fit for Work” (EWDE HSS Standard SOP 8): first aid, safe driving, fire and evacuation drills, communication, field equipment, security seminars, and other.
Implement/supervise bi-annual Safe Room Drills for the Mogadishu office in collaboration with the relevant partner organization.
Fleet Safety
Monitor the implementation of Vehicle & Fleet Safety policies and procedures across the region by EWDE HSS Standard SOP4
Review and investigate Road Traffic Accidents & Incidents to establish the root cause of the accidents & incidents and how DKH can avoid future cases and propose improvements.
Perform Vehicle Safety Audits to identify potential hazards: regular checks to ensure all employees follow the safety policy and checking of vehicles to ensure they are well-maintained and safe for use.
Build the capacity of Country Office Security Focal Points in Vehicle & Fleet Safety Management
Install an ELD (Electronic Logging Device) in the RO
Qualification, Expertise, and Skills
At least 5 years of experience in security management; previous experience in the field of humanitarian assistance is highly desirable.
Sound knowledge of personnel management and supporting operations remotely. Proven personnel management experience for small to medium teams, ideally remotely, is highly desirable.
University degree (min Bachelor’s) or relevant work experience in a relevant field
Sound knowledge of and skills in security procedures, analysis of incidents and trends in local and regional security context, assessment and mitigation of risk
Experience in communicating professionally with stakeholders in a politically and culturally sensitive environment.
Good understanding of humanitarian principles and other key principles of international NGOs including accountability, impartiality, neutrality, independence
Professional working proficiency in English (written/spoken) is a must.
Excellent coaching and mentoring skills, ability to listen, organize, and present information, views, and concepts in a concise, understandable, and interesting way for a variety of audiences, both written and oral;
Experience in working in fast-changing contexts of sensitive political nature while remaining organized, detail-oriented, and able to work under pressure with minimal supervision
Team player with outstanding personal attitude: especially a sense of responsibility, diplomacy, concern for quality, and result orientation
Outstanding personal values: integrity, commitment, respect for diversity, patience, and nonetheless a sense of humor.
