CARE USA Chief of Party Jobs in Ethiopia
CARE seeks a Chief of Party (COP) for an upcoming pastoral livelihoods program. The program is expected to improve the resilience capacities of households, markets and government institutions and contribute to enhanced food security and inclusive economic growth across Ethiopia’s lowland areas of Somali, Afar, Oromia and SNNP regions.
The COP will be responsible for management and implementation of the overall program, including financial and grant management and subsequent monitoring, reporting, evaluation, and learning.
The position will serve as key liaison with USAID, government counterparts, and consortium partners. The COP will manage and supervise key cross cutting functions as well as subcontractors/subgrantees and ensure that all program support is technically sound and appropriate. The COP also oversees program work planning, performance management, and strategic communication.
This activity is expected to be a five-year program in the $25-50 million range.
This is a Key Personnel position, subject to USAID approval. It is also subject to project award and funding. National and international candidates are encouraged to apply. This position will be based in Addis Ababa, Ethiopia.
Primary Responsibilities:
Lead the project, providing strategic vision, direction, leadership and targeted technical guidance.
Supervise staff and consultants to fulfill project strategic goals and objectives.
Oversee completion of all project results and deliverables, in accordance with agreed work plans.
Build and maintain productive working relationships with USAID, government, private sector, consortium partners, and other key stakeholders. Serve as the primary liaison among all project stakeholders.
Manage the project’s operational, financial, and administrative priorities, and direct planning and budgeting processes. Create or adapt management systems in line with CARE’s standard operating procedures, ensuring adherence to USAID policies and regulations, and relevant national policies and laws.
Build partnerships among international, national and community-level stakeholders.
Design and oversee an annual project cycle in accordance with USAID’s annual planning cycles.
Ensure documentation and dissemination of findings, impact, innovations, and lessons learned, and utilize a collaborative and adaptive learning approach to the project cycle.
Monitor similar or related programs and best practices in-country and internationally, ensuring CARE staff apply these consistently.
In collaboration with the CLA lead, support documentation and dissemination of key learning products that share project achievements and results with the aim of influencing decision and policymakers.
With staff and partners, translate project goals and objectives into implementable strategies and plans.
Responsible for all reports and deliverables as specified in the agreement.
Recruit, lead and mentor senior staff, upholding CARE values and creating a collaborative, high-performing, results-focused, and engaged team.
Conduct regular project site visits to oversee and monitor Activity.
Qualifications:
Master’s degree or equivalent in international development, business, agriculture, economics, rural development, or other relevant field.
10-12 years of relevant senior experience in international development as Chief of Party, Deputy Chief of Party, or in a senior management role on large ($20M+) humanitarian or development projects.
Proven market systems development and resilience programming experience.
Technical experience leading programs focused on improving pastoral and agro-pastoral productivity and resilience, food security and nutrition, and market systems development within an African context, preferably in Ethiopia.
Demonstrated ability to work collaboratively and productively with a wide range of organizations.
Proven leadership in the design, management, implementation, and M&E of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, consortium management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.
Strong familiarity with USAID collaborating, learning, and adapting (CLA) and localization principles and approaches preferred.
Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills.
Experience recruiting, developing, and managing staff and teams.
Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
Demonstrated commitment to principles of Gender Equity, Diversity, and Inclusion, as evidenced in previous management positions and programming. Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).
Experience managing required programmatic and financial reporting requirements.
Fluency in English required (spoken and written).
Ability to travel within Ethiopia as required and as security conditions allow.
