Context:
IOM in South Sudan is engaged in transition and recovery programmes, addressing root causes of instability and conflict through support to returnees and local communities to establish sustainable livelihoods, create dialogue between communities to reduce tensions and develop foundations for peaceful co-existence. This programming focuses on three main areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development.
Under peacebuilding, transition and development, an integral part of programming is supporting localized governance and peacebuilding efforts, including through accessible and fair dispute resolution pathways. Among others, this programming addresses inclusive community development, community-based violence reduction, housing, land and property issues, transhumance conflict prevention, and migration management on national, state, and community levels.
Under the overall guidance of the Head of Humanitarian Assistance and Operations and the direct supervision of the Programme Coordinator (Transition and Recovery), and in close coordination with the Program Support Unit and the relevant IOM thematic units, the Peacebuilding Project Officer (Conflict Resolution) will be responsible for providing technical support for the development, implementation and reporting on transition and recovery projects relating to conflict and dispute resolution, with a special focus on peacebuilding and customary law-related activities.
Core Functions / Responsibilities:
Provide technical support for the development, implementation, and monitoring of Transition and Recovery Unit’s (TRU) peacebuilding/dialogue/mediation, conflict/dispute resolution, and customary law review activities in project implementation areas.
Provide technical support and inputs for rule of law programming to contribute to TRU’s overall development portfolio and provide technical support for national and state-level actors in establishing accessible and sustainable access to statutory and customary justice pathways, security sector reform (SSR) initiatives, as well as disarmament, demobilization, and reintegration (DDR) efforts. A strong focus shall be maintained on empowerment of communities’ most vulnerable members’ access to rights and inclusive development.
Provide technical support for the development of sustainable accountability mechanisms within dispute resolution pathways, with a focus on traditional authorities. This will include technical support for the empowered establishment and restructuring of traditional dispute resolution governance infrastructure, as well as for supporting national and state-level authorities in fulfilling their monitoring duties.
Facilitate the mainstreaming of national and international legal frameworks (e.g., women’s rights, gender equality, human rights, principles of the laws of armed conflict International Humanitarian Law) and best practices into customary law review processes as well as encourage ownership of processes, especially by communities’ most vulnerable members.
Provide technical assistance to government counterparts for the preparation, review and updating of statutory laws, including key legislation on local governance and land matters, and stakeholder engagement.
Undertake regular quality assurance activities, including through monitoring implementation of project activities, proposing corrective actions and cyclical learning, and checking if targets are met and sustainability of results is achieved.
Maintain strong and regular liaison and coordination with the project/programme partners, such as governmental and community-level authorities, UN agencies, national non-governmental organizations (NGOs) and other concerned agencies, technical fora, and working groups, aiming at coordinating and encouraging new activities and facilitating the implementation of ongoing activities in the assigned locations.
Conduct regular field visits to project sites and provide on-site technical information and guidance.
Draft progress reports, workshop reports, knowledge products, and training materials in a timely manner, and document lessons learned for relevant project/programmes.
Provide technical inputs and support for further programming opportunities in project locations and the development of concept notes and project proposals that address the identified gaps.
Provide information and recommendations to the Programme Coordinator on possible corrective actions, project reviews, strategic programming opportunities and partnerships.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
Master’s university degree in Law or a related field from an accredited academic institution with two years of relevant professional experience; or,
University degree in the above field with four years of relevant professional experience.
Experience
Required
Experience in project management, implementation, and/or coordination of processes across multiple projects with several stakeholders in politically complex and operationally challenging environments; and,
Experience in community-based dialogue/mediation and dispute resolution processes.
Advantageous
Experience in rolling-out peacebuilding/dialogue/mediation and customary law-related activities in South Sudan;
Experience in ensuring gender and conflict sensitivity during community-based review processes; and,
Experience in coordinating with other programme units and proven ability to establish and maintain working relations with government counterparts, UN agencies and CSOs.
Skills
Excellent understanding and application of conflict sensitive communication;

Familiarity with participatory methodologies for conducting community processes;
Ability to work under pressure and meet deadlines;
Computer skills with a thorough knowledge of Microsoft office, use of internet and email;

Familiarity with conflict, climate, and gender-responsive programming/implementation.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
