Context:
IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services.
Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund.
Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management, as well as Durable Solutions (DS).
IOM also chairs the Communication and Community Engagement Working Group (CCEWG) in the country, tasked with operationalizing collective Accountability to Affected Populations (AAP) mechanisms.
Under the overall supervision of the Emergency Response Coordinator, and the direct supervision of the Programme Coordinator (Camp Coordination and Camp Management (CCCM/DS)), the Site Development Officer will be responsible and accountable for monitoring and contributing to the implementation of the technical and infrastructure components of CCCM and DS operations, including but not limited to site planning, development, care and maintenance – as well as disaster risk management works.
The overall aim is to raise the living standards of displaced population in the areas where IOM CCCM is operating in – and to enable IDPs to equitably and safely access timely humanitarian services and enjoy their basic human rights, and support initiatives for Durable Solutions works.
Core Functions / Responsibilities:
Provide technical inputs to support the development and implementation of IOM CCCM and Durable Solutions’ overall strategy for site development, care and maintenance activities in displacement settings and potential areas of return or integration. This includes participating in project costing exercises for both CCCM and Durable Solutions’ technical activities.
In close coordination with relevant CCCM/DS colleagues, contribute to the timely writing of project proposals and budgets within the scope of IOM CCCM/DS’s activities in South Sudan, with specific focus on the technical/infrastructure components of said proposals and budgets.
In close coordination with the CCCM/DS Programme Coordinator, assist in maintaining and mobilizing the necessary financial and human resources that are required for project implementation. Monitor project expenditures and trends, and recommend adjusts or adaptations to meet project requirements.
Assist in preparing technical designs, Bill of Quantities (BoQs), and with procurement processes for the implementation of construction, infrastructure, site planning, site development, as well as site care & maintenance activities in IOM CCCM/DS’s Areas of Responsibility (AoRs).
Coordinate and/or supervise the work of IOM CCCM/DS’s technical teams, and monitor the work of contractors and implementing partners if relevant. Check that regular and systematic technical inspections are performed for intended quality and scope.
Provide technical support for the implementation of flood response activities in IOM CCCM’s AoRs, including in Unity State (Bentiu and Rubkona).
Draft and adhere to project work plans/schedules as designed in close coordination with the CCCM Programme Coordinator and Programme Officer, and inform of any delay or workaround required for timely completion of planned activities.
Supervise and coordinate the tasking and maintenance of IOM Heavy Duty Machinery (HDM) in IOM CCCM/DS’s AoRs, including industrial trash pumps in flood mitigation activities and stormwater management interventions. Monitor the supervision of machine operators in close collaboration with CCCM’s technical teams and IOM’s Logistics Unit.
Frequently travel to CCCM/DS’ AoRs to monitor the effective, timely and meaningful implementation of project activities as per project workplans. During those duty travels, also provide technical support and recommendations to the field teams when/if needed.
In close coordination with CCCM/DS’ Reporting and Monitoring & Evaluation colleagues, contribute to the development of a clear and consistent monitoring tool for all technical activities implemented.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
Master’s degree in Engineering, Civil Engineering, Construction Management or related field from an accredited academic institution with two years of relevant professional experience; or,
University degree in the above fields with four years of relevant professional experience.
Experience
Experience working in emergency operations, programme design, including support to displaced populations and refugees.
Proven technical competence and experience in aspects of camp coordination and camp management (CCCM).
Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting.
Experience in community engagement and AAP is an advantage.
Experience in M&E and report writing.
Experience in consolidating information from multiple sources.
Skills
In-depth knowledge of the displacement profile of the country.
Coordination skills within the unit, within IOM and externally is essential.
Use in civil engineering software such as AutoCAD is a must, with knowledge of ArcGIS an advantage.
Analytical and problem solving skills are a must.
Knowledge of the activated coordination systems in South Sudan.
In-depth knowledge of relevant protection frameworks and protection mainstreaming within CCCM programming.
Excellent report writing, editing and drafting skills.
Proven understanding of the linkages between displacement and durable solutions.
Computer/software literate, preferably advanced skills in excel, PowerPoint, SPSS, Kobo Toolbox, ODK and report writing.
Demonstrated ability to establish effective and working relations with local staff and other stakeholders.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French, Spanish and/or local language is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
