Requirements for Appointment:
For appointment to this grade, an officer must: –
Have served for a cumulative period of fifteen (15) years, three (3) of which should have been at the grade of Deputy Director, CSG 6 and above, or in a comparable and relevant position in the Public Service or private sector;
Have a Bachelors degree in any of the following Disciplines: Human Resource Management/ and Development, Law, Business Administration. Economics, Sociology, Psychology, Anthropology, Statistics; Labour Relations or Industrial Relations from a recognized institution;
Have a Masters Degree in any of the following disciplines: Human Resource Management/ and Development, Law, Business Administration. Economics, Sociology, Psychology, Anthropology, Statistics; Labour Relations or Industrial Relations from a recognized institution;
Have a certificate or diploma in Labour migration from a recognized institution will be an added advantage;
Be conversant with labour administration, labour laws, international labour organization and international organization of migration instruments, and the ability to integrate them to BETA agenda;
Demonstrate a high degree of professional competence and administrative capability required for effective planning, direction, control and coordination of labour migration management;
Demonstrate a thorough understanding of national goals, policies and programmes and the ability to translate them into the labour migration management; and
Demonstrate professional competence, leadership and managerial capability as reflected in work performance and results.
Duties and Responsibilities
Duties and Responsivities at this level will include:-
Overseeing the Coordination of all the actors in Labour Migration Management;
Overseeing the provision of information on labour migration management and provide technical advice to the government, workers and employers organizations and other stakeholders on all Labour Migration Management matters;
Coordinating the Development of Legal and Institutional Framework to promote Cooperation and Partnership on Labour Migration Management;
Ensuring promotion of fundamental principles and rights at work for Migrant workers;
Spearheading social dialogue and decent work programmes in relation to Labour Migration Management;
Coordinating the implementation of National and international Labour Migration Management Policies and related Programmes;
Advise and recommend on issuance of Work Permits;
Overseeing the Monitoring of Labour Immigration and Migration Trends and Related Issues;
Spearheading the implementation of International Labour Organization (ILO), International Organization for Migration (IOM) and other related funded projects and programmes in relation to Labour Migration Management;
Overseeing the promotion of International Labour Standards in relation to migrant workers to protect migrant workers;
Coordinating safe and orderly migration of labour migrants;
Overseeing the development of programmes for reintegration for migrant workers;
Overseeing the resolution of complaints from migrant workers or/and next of kin; and
Coordinating research and dissemination of information on Labour Migration Management matters.
