Org. Setting and Reporting
This position is located in the Field Technology Section (FTS) of the United Nations Support Office in Somalia (UNSOS). The Chief, Geospatial, Information and Telecommunications Technologies (Chief FTS) will be based in Mogadishu and reports to Chief, Operations and Resources Management, UNSOS.
Responsibilities
Within delegated authority, the Chief, Geospatial, Information and Telecommunications Technologies (Chief FTS) will be responsible for the following duties:
Provides policy guidance to Senior Management of the mission, on conceptual strategy development and management of the implementation of overall strategies, policies and procedures;
Plans and oversees the management of activities undertaken by the Section; coordinates with other Field Missions on matters related to ITC operations and support; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section;
Manages and supervises the work programme of the Section under her/his responsibility; co-ordinates the work effected by the Section; provides programmatic and substantive reviews of drafts prepared by others;
Provides advice and guidance to the mission senior management on Information Management strategies, policies, and general practices in order to streamline and secure information and data used by the mission.
Plans and prepares the inputs for the work programme of the Section; provides leadership, guidance, and mentoring for the senior staff, and fosters teamwork and improved communications among all staff of the Section; coordinates and oversees delivery of ICT training to staff and other users in the mission.
Takes the lead in the preparation of the mission’s ICT budget; coordinate the generation of reports to the relevant UNHQ finance and budget review bodies as required;
Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear; objective and based on comprehensive data; ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
Recommends innovative business improvements through the introduction of new technologies; provides leadership on introducing technological changes, and ensures proper change management procedures and guidelines are in place and adhered to;
Serves as the main liaison, and represents the service; Ensures effective coordination with various UN agencies in order to maximize possibilities of inter-agency collaboration in the field of ICT.
Manages the acquisition of goods and services; coordinates needs assessments and the establishing of benchmarks, and the preparation of SOWs and RFPs in coordination with the Procurement office to establish and manage contracts.
Ensures proper inventory control and asset management of ICT systems and services in coordination with the Mission’s Property Management Unit.
Serves on various committees and review bodies within the mission as required.
Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in Telecommunications, Information Systems, Geospatial
Technology or related areas. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of 10 years of progressively responsible professional experience in information and Telecommunications Systems or related area is required.
Experience in the strategic global planning and design of highly-complex Information and Telecommunications networks and systems or related area is required.
Proven track record of managing and delivering highly complex projects and experience in integrating large-scale Information and Telecommunications Systems is required.
At least 2 years’ managerial experience providing services in Information and Telecommunications Systems to or in a field operation of the United Nations common system or comparable international organization is desirable.
Two years’ experience in the field of Information and Telecommunications Systems in a conflict or post-conflict setting is desirable.
Experience in budget, staffing and performance management and reporting is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
