International Organization for Migration Programme Officer (Shelter and Settlements) Jobs in Kenya
Context:
Under the overall supervision of the Head of Programmes and Policy, and the direct supervision of the Senior Coordinator – Recovery and Resilience, and in close coordination with relevant units of the IOM Kenya Country Office (CO), the Programme Officer (Shelter and Settlements) will be responsible and accountable for the supervision, coordination and implementation of IOM Kenya’s shelter and settlement strategy, programmes and activities.
Core Functions / Responsibilities:
Coordinate and ensure the implementation of IOM Kenya’s Shelter and Settlements-related projects and activities in accordance with IOM’s policies, practices and global standards, facilitating coherence with IOM’s global Shelter and Settlements approach and other relevant frameworks.
Coordinate the operational, budgetary and administrative aspects of ongoing projects and activities of the portfolio in line with relevant donor requirements, guidelines and grant agreements, including in the fields of emergency and transitional shelter, site management, settlements support, Non-Food Items (NFIs), cash-based transfers, and emergency preparedness.
Coordinate the implementation of Shelter and Settlements cash-based programming, including but not limited to mobile cash transfers, cash for work, rental assistance, cash for voucher, etc.; carry out market assessments and explore the establishment of a transfer mechanism.
Track and follow up on the preparation of the necessary technical documents for the implementation of IOM Shelter and Settlements activities; check that arrangements are in place for supervision and monitoring of project construction and/or rehabilitation.
Assist with the identification of quality implementing partners, monitor the procurement process, and participate in the preparation of terms of reference, bidding documents and the evaluation of offers.
Collaborate closely with IOM Water, Sanitation and Hygiene and Infrastructure (WASH & Infrastructure), Data & Evidence (including Displacement Tracking Matrix (DTM)), Resilience and Solutions and Protection Teams, and other units as relevant, to encourage and facilitate integrated and multi-sectoral programming approaches in line with the wider Recovery and Resilience objectives of IOM Kenya.
Undertake field visits to coordinate and monitor project implementation, including conducting post distribution monitoring activities, in line with procedures for Monitoring, Evaluation, Accountability and Learning (MEAL).
Research and recommend project development opportunities and contribute to project proposals relevant to shelter and settlements programming in close coordination with the Mission Support and Innovation Unit (MSIU).
Participate in and report on Shelter/NFI Sector coordination meetings, Cash Technical Working Groups, and other inter-agency meetings, as well as donor and Government meetings.
Facilitate the smooth functioning of IOM’s role as the Shelter/NFI sector co-lead agency under the Sector Approach, in coordination with the National Programme Officer (Shelter and Settlements).
Contribute to the development of technical guidelines and tools for shelter activities in line with IOM global technical guidelines, policies and procedures for Shelter NFI programming and aligned with the S/NFI Cluster guidelines.
Based on developed standards and guidelines, work to improve the operational delivery of activities for better mainstreaming of cross-cutting themes such as Housing, Land and Property (HLP), Disaster Risk Reduction (DRR), Conflict Sensitivity, Gender-Based Violence (GBV), Protection Against Sexual Exploitation and Abuse (PSEA), Accountability to Affected Populations (AAP), Environment and other cross cutting issues of relevance.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
Master’s degree in Civil Engineering, Architecture, Political Science, Development Studies, Humanitarian Action or a related field from an accredited academic institution with two years of relevant professional experience; or,
University degree in the above fields with four years of relevant professional experience.
Experience
Experience in implementing shelter and settlements related projects of diverse nature (e.g., disaster, conflict, displaced and non-displaced, settlement level interventions, in-kind and cash-based support, etc.), and coordinating with partners and government counterparts.
Prior experience in participating in the design and implementation of a shelter strategy, including host family situations, collective shelter and camp settings, in emergency while considering the transition to more sustainable solutions.
Experience in application of participatory approaches to facilitate active participation of communities into the project cycle and into the construction process, including needs assessments.
Experience in planning and implementing distributions (cash or in-kind).
Prior experience in common pipelines is an advantage.
Experience in humanitarian coordination is an advantage.
Skills
Computer literate (e.g., word processors, spreadsheet, database, ETABS, Civil 3D, CAD (AutoCAD, ArchiCAD or similar engineering software), and statistical packages, etc.);
Project formulation, planning, supervision and management skills;
Knowledge of environmental planning and coordination in humanitarian settings is an advantage;
Works effectively with donors, local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives;
Familiarity of IOM procedures including Supply Chain, Human Resource and related fields; and,
Knowledge of standards related to WASH, environment, HLP and protection.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Swahili is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
