Finn Church Aid is Finland’s largest NGO working in development cooperation and the second-largest provider of disaster relief. We work in development, humanitarian assistance, and advocacy, guided by international human rights standards and principles. We consider three thematic areas as central to sustainable change: the right to peace (R2P), livelihood (R2L), and quality education (R2QE).

In South Sudan, FCA has been working since 2010 supporting local communities and governments to improve access to quality education for children, youth, and their families with holistic support mechanisms.

FCA together with Save the Children and the Norwegian Refugee Council (NRC) are grant agents for Education Can’t-Wait Multi-Year Resilience Programme (ECW-MYRP) phase 2 in South Sudan (2023-2026).

FCA intends to recruit a competent and qualified Consortium Manager to support ECW grant management and implementation.

This position is part of the Programme Management Unit (PMU) hosted at the FCA Country office in Juba, South Sudan. The Consortium Manager’s primary purpose is to oversee the ECW Grant implementation, manage PMU staff, facilitate ECW partner engagement between ECW Grantees and government and information sharing as well as act as a liaison between the PMU, Consortium Steering Committee (CSC), NCU and the Members.

Main duties and responsibilities:

  • The Consortium Manager will be fully responsible for ensuring quality program delivery related to the ECW MYRP phase II.
  • Coordinate with Consortium members to ensure high-quality implementation of activities, compliance with donor and consortium rules, and accountability to beneficiaries.
  • Ensure effective coordination and communication among consortium members, CSC, and NCU, and among programmatic and finance/support teams, across partners, donors, and other stakeholders to promote the achievement of consortium objectives.
  • Act as the focal point for the consortium. Represent the consortium to external stakeholders – donors, education cluster, and local and international NGOs. Include the Steering Committee and other consortium staff in representation as much as possible and as appropriate. Network with relevant actors to help achieve consortium objectives.
  • Responsible for all aspects of grant management, including but not limited to technical management to ensure the best use of resources by preparing sound budgets, monitoring partner’s expenses, and ensuring timely preparation, consolidation, and submission of high-quality financial and programmatic reports to ECW, and sharing grant information (reports, updates, agreements) with consortium members.
  • Ensure compliance in relation to ECW grant management and project cycle management. S/he will manage the implementation of activities, budgeting, expenditure tracking, and programmatic reporting for both FCA and her implementing partners under the ECW MYRP consortium.
  • Manage PMU staff, consultants, and sub-contractors as needed to carry out activities.
  • Together with the Consortium M&E Coordinator, ensure the monitoring and evaluation of the consortium’s activities as needed for reporting, learning, quality assurance, and possibly advocacy purposes.
  • Coordinate the PMU, Steering Committee, and NCU meetings and implement the agreed course of action. Manage all grant agreements with partners on behalf of FCA and manage relationships with back donors and other education stakeholders.
  • The Consortium Manager shall liaise with FCA programs and operation unit and upon request, provide additional support to other operational grants in consultation with the Education Advisor and Head of Programmes.
  • Contribute to resource acquisition and business development efforts at the country level on humanitarian response initiatives and efforts.
  • Ensure compliance and adherence to FCA policies, guidance, and procedures.

    Competence and Personal Requirements:

  • Minimum 4 years’ senior project management position (preference given to experience working in consortia, partnerships, or equivalent structures), with responsibility for programming in a humanitarian/protracted crisis or development context.
  • Demonstrable experience in communication, influencing people, diplomacy, and negotiation.
  • Experience working with the EU, USAID, FCDO, SIDA, and other European donors is a distinctive advantage.
  • Proven experience building the capacity of local NGOs and government bodies and collaborating closely with multi-level stakeholders.
  • Experience working in complex and volatile contexts is required. Familiarity with the political, social, and cultural context of South Sudan is preferred.
  • Preparation and review of agreements and contracts, and their administration.
  • Budget development/planning, data consolidation, and budget monitoring
  • Ability to work independently, effectively with others on a team and proven team skills.
  • Good interpersonal, organizational, and communications skills.
  • Ability to manage budgets and review financial reports.
  • Fluency in English, both written and verbal.
