The dude in the iron man costume is very clearly an engineer. Extremely arrogant and difficult to work with I’m sure, but he’d be deep in some military government research and development facility somewhere with infinite money.
Like those new Sonic movies, eggman is super smart but a pain to deal with from regular people’s POV.
