World Health Organization (WHO) is currently seeking applications from the eligible applicants for the post of Finance Officer in Pretoria, South Africa. The duration of this post is 2 years.

The primary role of WHO is to direct and coordinate international health within the United Nations system.

Key Job Responsibilities

The Finance Officer will perform the following functions:

  • Oversee the end-to-end process of payment of operational costs from the preparation of activity requests to approval by country offices and the Regional Office; oversee disbursement of funds, implementation, payment of field agents and other operational costs, accounting reconciliation, reporting and quality assurance. 
  • Provide support to implementing partners, country offices and the Regional Office, as required, in such a way as to guarantee smooth, diligent and secure payment of operational costs. 
  • Serve as a point of contact for mobile network operators, financial institutions and other parties (consultants, accounting firm, third parties, etc.) contracted for the project. 
  • Closely monitor service delivery, handle disbursement issues and ensure the smooth payment of field staff and other operational costs in accordance with agreed expectations and timelines. 
  • Contribute to the continuous improvement of operational cost payment processes, through the development and strengthening of policies, procedures, guidelines, tools and systems, while ensuring that sufficient levels of innovation and automation are applied. 

Eligibility Criteria

Applicants must have:

  • Undergraduate university degree in business administration, financial management, accounting or a related field.
  • Graduate degree (Masters level) in a relevant field (as indicated above).
  • A professional accounting accreditation, including a Certified Public Accountant or Certified Public Accountant certification.
  • At least 2 years of experience in program management, finance or budgeting.
  • Experience implementing digital financial services solutions in Sub-Saharan African countries.
  • Excellent organizational skills with a proven ability to multi-task, identify issues and resolve them proactively.
  • Excellent interpersonal skills including the ability to negotiate with various stakeholders and to convince partners, internal and external, on complex and sensitive issues using tact and diplomacy.
  • Intermediate knowledge of English.
  • Expert knowledge of French.
  • Intermediate knowledge of Portuguese.
