United Nations Assistance Mission in Somalia Geospatial Analyst/Information Management Officer Jobs in Kenya
The Human Rights and Protection Group (HRPG) within the United Nations Assistance Mission in Somalia (UNSOM) is currently co-implementing with UNICEF the Joint Programme on Human Rights Phase 2 (JPHR-2). The JPHR-2 is focused on 1) enhancing the monitoring and understanding of Somalia’s human rights landscape, 2) empowering local communities, especially survivors and marginalized groups, to advocate for their rights, and 3) assisting national authorities in developing robust legal and institutional protection mechanisms.
As a member of the HCT and in line with the focus of the JPHR-2 as well as its mandate, UNSOM/HRPG plans to support a more human rights-based approach to information gathering and analysis and advocacy by international and national humanitarian and development actors, through the development of a pilot map that is routinely updated.
The map will visualize and overlay the results of the spatial analysis of different datasets, to identify human rights related patterns and hotspots, particularly protection threats to marginalized groups.
This international consultancy is located in HRPG/UNSOM. Under the overall supervision of the Chief of UNSOM/HRPG and the direct supervision of a human rights officer, the international consultant will be required to:
Collect a wider range of information and data, particularly demographic, location of affected populations, infrastructures indispensable to the livelihood of civilians, protection incidents from key humanitarian and development actors, civil society organizations and government institutions as jointly identified with UNSOM/HRPG.
Expand on existing indicators and where relevant develop new indicators relevant to protection risks identified jointly with UNSOM/HRPG and investigate relevant datasets to inform those indicators.
Routinely engage on datasets collection and assessment processes with the humanitarian clusters, the Integrated Cluster Coordination Group and its Information Management Working Group and cluster information management specialists, government institutions (e.g. National Disability Agency), UN entities, including UNSOM sections and UNSOS GIS, civil society organizations representing marginalized groups and international non-governmental organizations (as relevant).
Conduct a spatial network analysis between diverse datasets of accessible services and the IDP camps, considering both those with and without marginalized groups as well as informal settlements and urban areas where the data is available.
Conduct a correlation analysis and implement data mining techniques to investigate the connections between all datasets of accessible services and IDP camps, taking into account the presence of marginalized groups in the camps or urban areas (where data is available).
Advise and provide guidance to address gaps in datasets and/or data collection approaches based on datasets collected, assessed and processed for the protection map and engagement with humanitarian and development stakeholders.
Develop a pilot protection map visualizing and overlaying the results of the spatial analysis (average values by operation zone (OPZ), facilitating the identification and analysis of human rights and discrimination patterns affecting marginalized groups in the humanitarian response.
Develop a manual that includes guidance, processes, procedures and protocols required to develop, automate and maintain the protection map biannually. This manual should be developed in consultation with GIS.
Deliver training to UNSOM/HRPG staff and designated humanitarian partners on the management and use of the datasets, information management tools, platforms, etc required to operationalize and maintain the protection map.
Continuously liaise with and seek guidance from and cooperate with UNSOM/HRPG, OHCHR and FTS/GIS staff in the implementation of duties and responsibilities, including through but not limited to weekly meetings and documentation.
Qualifications/special skills
Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to the management of information in complex humanitarian contexts; Ability to identify issues, analyze humanitarian trends and participate in the analysis of those trends; Knowledge of humanitarian response operations and coordination structures, particularly HCTs, ICCGs and clusters. Knowledge of collection, processing and management of quantitative and qualitative data. Ability to conduct data collection using various methods.
Accountability: Takes ownership of all responsibilities and honors commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

A first-level university degree (or equivalent) in Geographic Information Systems, Information Management, Information Systems, Social Science or related field in combination with two years of qualifying work experience is required.
An advanced-level university degree (or equivalent) in Geographic Information Systems, Information Management, Information Systems, Social Science or related field in combination with three years of qualifying work experience will be accepted.
A minimum of five (5) years of relevant work experience (or three years with an advanced-level university degree) with demonstrated substantial experience and understanding in information management, information systems, data management, geographic information systems and mapping, data visualization, or other related area is required.
Experience in collecting and producing customized data, clear and succinct written analysis of data and customized analytical data visualizations for decision-makers is required.
Experience with python, Pandas, GeoPandas and excellent knowledge of dashboarding platforms such as ArcGIS Operations Dashboard are required.
Excellent knowledge of Microsoft Office Suite including Access and Google Earth technologies is required.
Experience in leading information management or related projects involving multiple stakeholders is required.
Experience managing information related to humanitarian contexts within the UN common system or in a comparable international organization is desirable.
Experience in Sub-Saharan Africa region is desirable.
Languages
Fluency in written and spoken English is required for this position.
