U.S. Embassy & Consulates in South Africa Public Health Specialist, Surveillance Jobs
Duties
Under the direct supervision of the CDC South Africa Program Director for Global Health Security, the incumbent serves as a technical advisor to all activities related to policy, guidance, programming, and national context that enables implementation of the Global Health Security Agenda (GHSA).
Incumbent is the agency primary public health technical expert on all activities aimed at supporting South Africa Ministry of Health leadership in enhancing health security, institutional capacity to prevent, detect, respond to public health emergencies due to disease outbreak, natural disaster, or conflict, and has oversight of key components of the CDC South Africa Global Health Security portfolio, including public health workforce development, development of national public health institutes, and public health preparedness and response. Incumbent has no supervisory responsibilities.
Qualifications and Evaluations
Experience:
Five years of mid- to senior-level public health experience in public health institutional capacity building, emergency preparedness and response, outbreak investigation and response, humanitarian health response, infectious disease
surveillance, public health laboratory, public health workforce development, or other epidemiology, infectious diseases or related scientific area is required.
Job Knowledge:
Good knowledge of the principles, concepts, methods, and techniques of public health programs, especially in the area of global health security, including workforce capacity building, institutional capacity building, surveillance, laboratory systems strengthening, preparedness planning, outbreak response, and emergency response management) and the ability to analyze, evaluate, and provide expert advice and consultation.
Knowledge of the principles, methods, applications, in global health security (as above) to provide direction and guidance on critical and complex issues.
Knowledge of relevant cultural context and local beliefs that may facilitate or hinder successful program implementation. Knowledge of MOH strategies, guidelines and procedures and South African laws and regulations relevant to research activities and projects.
Education Requirements:
Master of Public Health, MPH), Master of Science Public Health (MSPH) Degree, or host country equivalent in epidemiology is required.

Incumbent is a high-level public health professional who routinely conducts highly complex tasks or related activities with projects, and who provides expert level public health program management assistance to government and other external partners.
Incumbent is a strategic thinker, an efficient, flexible multi-tasker who takes initiative and excels in a fast-paced, unpredictable, and evolving work environment with multiple concurrent workstreams.
Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners.
Ability to persuade others to adopt appropriate policies or approaches.
Ability to communicate, both orally and in writing, to make clear, convincing presentations, explain and justify recommendations; explain policies and programs of the agency and assigned program or project areas; provide guidance and advise program administrators and the community; respond to inquiries, and interact with high level officials and representatives from public and private organizations.
Strong leadership skills are required to lead results-driven project workgroups.
Strong management skills are required to operate independently with limited direct supervision of day-to-day activities.
Ability to analyze, understand and discuss new program design, management and implementation approaches is required.
The incumbent will be expected to exercise considerable ingenuity and tact in applying guidelines to unique and different settings. Intermediate user level of word processing, spreadsheets and databases is required.
Strong skills in interpretation of program monitoring and evaluation data are required.
