Job Dimensions
The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 3.6 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises the detailed engineering, construction, operation and maintenance of the corresponding facilities.
The job holder is in charge of monitoring the thermal insulation application activities (≈1,550km) that will be performed in the In-Country and the Out-of Country Thermal Insulation plants for the EACOP project over a 16 month period.
The job holder is accountable for:
Ensuring that TIS activities are performed in accordance with Project H3SE standards.
Ensuring availability of pending actions, interfaces resolutions, punch list items for each key project activities.
Supporting the management of the TIS Contract – activities and teams – for the completion within the project schedule, approved budget, quality and H3SE requirements.
Coordinating with the team at TIS Yards the resolution of Engineering, Construction, Procurement, Interfaces and Production/Quality issues.
The Job Holder is responsible for:
Monitoring TIS coating activities (Schedule, Productivity, Plant performance) though Production and Plant Maintenance KPI
Monitoring TIS Contractor activities: Engineering / Qualification / Coating / Application / Testing documents,
Ensuring compliance of the Line-pipe and Bends Thermal Insulation Application with Project Specifications,
Controlling Hot Induction Bends TIS production and associated logistic activities at the Out-of Country TIS plant,
Awareness of and compliance with H3SE standards and business ethics by subordinates and contractors,
Reporting immediately to his hierarchy any non-conformance and ensuring the implementation of the corrective / remedial actions.
Key Duties and Responsibilities
Is fully knowledgeable of Project documentation with regards to the TIS Package;
Assists the TIS Package Manager in managing TIS Contract;
Ensures that pipes thermal insulation Engineering / Qualification / Procurement / Application / Testing activities are performed in line Project Specifications, HSE objectives, budget and schedule;
Controls – as a single point of contact – the Thermal Insulation line-pipes and HIB TIS Production activities aiming at opportunities benefit and threat mitigations;
Monitors TIS Contractor Local / National Content performance and interfaces with Company LC / NC team;
Reviews all TIS Contractor documentation and ensures alignment with Project requirements;
Instructs, reviews and coordinates Technical Queries, Deviation Requests and Non Conformance Reports;
Prepare derogations when necessary and coordinates the review process;
Maintains a tracking/punch list of all Project corrective, pending actions and follow-up their implementation;
Calls for inspections/audits at Thermal Insulation Workshop when necessary;
Participates to progress TIS weekly progress meetings, Project reviews as requested by Project requirements and meetings with any stakeholder as required;
Keeps daily contact with the team at the TIS Workshops. Attends weekly meetings with thermal insulation plants supervision team;
Work with logistic and construction packages to ensure and control that pipes are timely received/expedited to the correct location
Actively liaises and coordinates with all Project teams and Packages at interfaces of the Thermal Insulation activities.
Identifies any potential issue or risk on TIS Contractor activities. Proposes mitigation plans;
Assesses the relevancy of Change Order Requests issued by Contractor when required and prepares supporting data for the purpose of the internal COR Review Meeting;
Reports to the TIS Package Manager of all events which may affect the successful completion of the Project goals. Proposes mitigation plans;
Monitors In-Country and Out-of Country TIS achievements, follows-up TIS productivity and provide inputs to daily, weekly and monthly reports. Coordinates KPIs;
Maintains good relationships with TIS Contractor in order to achieve Project objectives;
Anticipate all environmental and social non-compliances and facilitate their closure in liaison with discipline leads.
Gathers lessons learnt from previous project experience and issues Return of Experience reports;
Promotes cost reduction initiatives and achieve value at every opportunity;
Adopts and demonstrates exemplary H3SE behaviour. Control H3SE risk identification during inspections/audits and follow-up action plans. Ensures H3SE requirements are implemented.
Actively participate to enhance EACOP Project Safety Culture through the Zero Harm Program
Adopts and demonstrates exemplary behaviour with regards to Ethics and project “code of conduct” policy;
Promote through healthy industrial relations, a stable working environment in which project goals can be achieved
Carries out any other duties or tasks that may be required by the position.
Context and Environment
The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of main line block valves and trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment;
Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast-track mode. The project is aiming at a Ready for Start-up (RFSU) schedule not later than 39 months after FID;
The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards;
Qualifications & Experience Required
Degree: MSc (or equivalent formal qualification) in a recognized Engineering discipline;
Minimum 10 years’ Experience in Oil &Gas Industry with similar large-scale projects & complex environment (experience in Tanzania and or major Oil & Gas Project as a plus);
Working knowledge of the key concerned engineering disciplines: construction, thermal insulation;
Ability to work in a multi-cultural business environment;
Good interpersonal and communication skills. Fluent in English (speaking and writing).
