United Nations Support Office in Somalia International Resource Mobilization Consultant Jobs in Kenya
Background:
In 2022, the Security Council mandated the reconfiguration of African Union Mission in Somalia (AMISOM) into the AU Transition Mission in Somalia (ATMIS), and the eventual drawdown of ATMIS and transfer of security responsibilities to the Somalia Security Forces (SSF) by December 2024. Following this decision, the Security Council adopted resolutions 2687 and 2710 (2023), increasing the number of SSF eligible for non-lethal logistical support under the Trust Fund administered by the United Nations Support Office in Somalia (UNSOS).
UNSOS provides this non-lethal logistical support package as a critical enabler for mandated SSF units in joint or coordinated operations with ATMIS. The success of the Somalia Transition Plan is contingent upon SSF being supported throughout this transition period by the international community.
The UNSOS-administered Trust Fund in Support of SSF is guided by the UN Policy on Human Rights Due Diligence and is administered under the UN regulatory framework to ensure fairness and due diligence in procurement and distribution of goods and services. The mandated areas of support currently supported via the Trust Fund are: Air Medical Evacuation, Rations, Fuel, Water, Tentage, Transportation, Field Defence Stores, Communication equipment for SSF-ATMIS inter-operability.
In addition, UNSOS is supporting counter-IED efforts for the SSF through assessed budget and in collaboration with UNMAS. Security Council resolution 2710 (2023), furthermore, requested UNSOS to support building Somali sovereign capacity in areas including logistics, supply chain, procurement, and human resources management.
There is a strategic and operational need to increase and diversify funding streams for the Trust Fund in Support of SSF and to enhance the predictability of funding whilst building on the strong partnership established between the Federal Government of Somalia (FGS) and UNSOS including in joint resource mobilization efforts.
A sound and stable Trust Fund is an important enabler for on-going operations and for a successful security transition from ATMIS to Somali authorities. In order to secure adequate and consistent resources in the Trust Fund, UNSOS seeks to recruit a consultant to enhance its resource mobilization for the above mentioned purposes.
Duties and Responsibilities:
The position of the Resource Mobilization Consultant is located in the United Nations Support Office in Somalia (UNSOS) and is based in Mogadishu. The Consultant will report directly to the Assistant Secretary-General and Head of UNSOS, and will work closely with the Head of Communications, Senior Advisor and Head of External Affairs, and liaise closely with the Director of Mission Support and the SSF Support Unit.
Under the general guidance and supervision of the Head of UNSOS, the Resource Mobilization Consultant is responsible for facilitating all UNSOS/Trust Fund resource mobilization efforts and supporting broader engagement with donors in close collaboration and coordination with Federal Government of Somalia (FGS) counterparts.
S/he will be accountable for developing, managing, coordinating, and implementing a resource mobilization and partnership strategy in support of the Somali Security Forces Trust Fund. S/he will be responsible for providing quality assurance and oversight for the preparation of donor updates, information materials, briefings, reports and proposals in line with UNSOS’ mandate.
In close collaboration with the Office of the Assistant Secretary-General (OASG), the incumbent will be responsible for building the capacity of designated UNSOS staff to strengthen relevant skills for effective resource mobilization. S/he will develop guidelines and templates for relevant reporting to donors and the UN Headquarters. Ability to implement clear goals that are consistent with agreed strategies, identify priority activities and assignments, adjust priorities as required.
