PATH Kenya is seeking a Director—Monitoring, Evaluation, and Learning (MEL) for an anticipated, five-year U.S. Agency for International Development (USAID)-funded project, USAID Kenya Digital Health Ecosystem Activity. The project will aim to improve the availability and delivery of quality of healthcare services through integrated and comprehensive digital health platform in Kenya.

The project will focus on three main components namely strengthening digital health governance, strengthening interoperability and expansion of existing health information system to support health care delivery, and lastly forging and strengthening strategic partnership for sustainability of digital health investments. This comprehensive sector-wide health information ecosystem will help to achieve health systems outcomes of equity, quality, and resources optimization.

The Director—MEL will be accountable for designing, executing, and maintaining systems to track, report, assess, and monitor progress toward project outputs/performance targets, objectives, and goals.

They will have primary responsibility for ensuring high-quality and accurate data compilation, verification, validation, and reporting on project outputs—responsive to US Government reporting and learning requirements—and will coordinate with the Deputy Chief of Party and project staff to ensure high-quality service delivery. They will report to the Chief of Party and may have additional matrixed reporting lines and will also supervise project MEL staff.

Please note this position is contingent upon award to PATH KENYA and approval from USAID.

Responsibilities:

  • Lead the development, implementation, and maintenance/refinement of the project MEL system, including developing and operationalizing data collection processes to ensure reporting against custom and donor-required indicators; setting targets (as required); monitoring progress against established project targets; ensuring timely and accurate data collection; and implementing a learning agenda across all the technical components of the project.
  • Lead development of all required project data reporting, including for quarterly/annual reports and PEPFAR DATIM submissions; monthly donor and project reporting; and other donor-requested reporting processes, including sharing interim/final data to facilitate development of reports, project updates, and/or communications products; driving data compilation and analysis to inform performance monitoring discussions; and other required PEPFAR reporting (e.g., Expenditure Reporting; Human Resources for Health Inventory Reporting, etc.).
  • Lead development of MEL-related sections of project workplans and reports.
  • Lead implementation of MEL-related activities in alignment with approved workplans and budget, ensuring activities are completed on time and within budget.
  • Closely monitor progress against key project indicators and priorities, conduct analyses, and present findings to project leadership, in particular flagging performance gaps/challenges.
  • Work with project leadership and technical staff to develop a project learning agenda; develop and implement tools, forms, and other materials to gather information to inform learning questions; support analyses to develop conclusions and findings related to learning questions; and coordinate with the technical team to develop materials to disseminate findings (e.g., briefs, conference abstracts, publications, presentations etc.).
  • Provide technical assistance and capacity building to project sub-awardees to ensure proper, consistent, and regular use of data collection and reporting processes; lead MEL team to conduct regular data quality audits of sub-awardee data and support sub-awardees to participate in donor or GoK data quality audits.
  • Serve as a project representative on MEL/data-related working groups, meetings, or other discussions convened by USAID, GoK, or other forums, including actively working to ensure that project-related MEL systems are aligned with government reporting systems.
  • Support the project to respond to other ad hoc internal and external data requests and needs, including maintaining strong linkages with other members of the technical team to ensure data-related needs are addressed.

    Required Experience

  • Graduate degree (Master’s or higher) in public health evaluation, public health, epidemiology, statistics, demography, or related field.
  • Minimum of 8 years of experience in MEL of USAID-funded programs of similar scope and size, with at least 4 years in a senior/coordination role.
  • Demonstrated experience in developing and maintaining data collection systems in Kenya at health facility and community-levels, including providing technical assistance to community and facility-based health providers on data compilation and reporting.
  • Proven ability to develop and implement quality assurance and project performance monitoring systems, with demonstrated experience applying analytical skills to use data to identify and inform shifts in project implementation for improved quality and impact.
  • Proven experience leveraging new technologies and software to strengthen MEL.
  • Excellent proficiency in Microsoft Office Suite (Excel; PowerPoint, Microsoft Word, Outlook) required; experience with DHIS2, Tableau and/or other database or data visualization software strongly preferred.
  • Experience working in Kenya preferred.
  • Excellent verbal and written communication skills, with full proficiency in English.
