The World Food Programme (WFP) is currently seeking applications from the eligible applicants for the post of Emergency Officer Food Security Cluster Coordinators in Rome, Italy.

Key Job Responsibilities

The Emergency Officer Food Security Cluster Coordinators will perform the following functions:

  • Emergency Coordination
    • Undertake planning and strategy development by contributing to the HRP and lead the process for the FSC through coordinating the design of the response strategy and logframe, in consultation with the cluster partners.
    • Establish and maintain appropriate humanitarian coordination mechanisms to facilitate cross-functional coordination at the appropriate level and convene the FSC counterpart, other clusters as well as WFP and FAO various technical/functional areas to ensure that emergency preparedness and response is delivered in a coherent, integrated and efficient manner.
    • Facilitate / lead needs assessment & analysis, support in conducting surveys such as EFSA /CFSAM/SMART, secondary data review, and dissemination of available information (inventory / repository) to partners
    • Ensure that available information is analyzed in a coordinated manner and utilized for decision-making at different levels (e.g., Integrated Phase Classification (IPC) or Cadre Harmonisé (CH) – country specific)
    • Ensure mainstreaming of cross-cutting and cross-sectoral issues (e.g., gender, age, HIV and AIDS, human rights, disability, environment, early recovery, protection, nutrition) and appropriate participatory and community-based approaches in cluster/inter-cluster needs assessments, analysis, planning, implementation and monitoring
    • Ensure the use and application of common standards (e.g., SPHERE standards and CHS), and harmonization of programmatic responses (SOPs on modality of delivery, Minimum Expenditure Basket, minimum assistance package).
    • Provide timely situational updates to the FSC Cluster Lead agencies management, the FSC partners, the Humanitarian Country Team, the Humanitarian Coordinator, the government and affected population to ensure effective decision-making.
    • Identify capacity gaps and needs and provide training and capacity building opportunities to FSC partners
    • Together with the FSC-IMO, support gFSC initiatives, e.g., CCPM (Cluster Coordination Performance Monitoring), global cluster annual overview, the Global Network Against Food Crises, etc.
    • Ensure that the FSC emergency response is coordinated with all partners, and authorities, and in line with the affected communities’ needs and priorities.
    • Provide any required relevant support as needed.
  • Resource Mobilization
    • Proactively support on mobilization of resources for an effective and sustainable coordination.
    • Leverage available funding mechanisms, partnership networks and communication and advocacy platforms to raise visibility of FSC partners’ emergency operations and requirements.
  • Leadership and Management
    • Serve as a key advisor to CLA management on all matters related to the coordination of the emergency response.
    • Lead, motivate and develop a substantive FSC team to enable high performance.
    • Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

Eligibility Criteria

Applicant must have:

  • Advanced University degree in food security, economics, politics, international relations or related field.
  • At least 8 years of professional, postgraduate experience in humanitarian response.
  • Experience in the food security sector/cluster.
  • Strong experience in emergency and humanitarian contexts.
  • Fluency (level C) in English language is required.
  • Intermediate knowledge (level B) of a second official UN language: Arabic French, Spanish, and/or Portuguese (a WFP working language) is desired.
