So this isn’t going to be a popular thing to say, but I’ve done enough research to stand by it. The “performance” of a school is basically just a reflection of the demographics of that school. The less PC way of saying that is that “high performing” typically just means you’re looking at a school with a bunch of rich, white kids. And “low performing” just means the school has more low-income and minority students. The performance of an individual kid doesn’t really vary a lot from school to school.
My kid’s school is “low performing”. The white kids at my kid’s school, though? Doing every bit as well as the kids at the mostly-white “high performing” school. And likewise, the black kids are doing about the same as the black kids at all the other schools. Same with the Hispanic kids and everyone else.
This is something that needs addressing.
