International Research and Exchanges Board Chief of Party, Information and Media Practice Jobs in South Sudan

IREX is seeking qualified Chief of Party (COP) candidates to support a USAID-funded media development activity in South Sudan. The COP will have overall responsibility for meeting program objectives and will provide technical expertise in media sector strengthening and management and administrative oversight for the program and will supervise and mentor assigned staff for program implementation and foster their professional development.
The COP will work with the Deputy Chief of Party (DCOP) to meet program objectives and will liaise with the prime, donor, and other sector stakeholders as required.

Your Background & Skills
Bachelor’s degree in Media Management, , Public Administration, Business Administration, International Development, or a related field. Master’s degree highly preferred.
Minimum of (15+) years of relevant experience. Demonstrated track record of achieving results in civil society strengthening or media development
Successful track record of supervising, designing, managing, and implementing complex donor-funded technical assistance programs in Africa (with strong preference for past USAID-funded media development project management experience).
Ability to establish strong working relationships with senior government officials; media, civic, and private sector leaders; international donors; and other stakeholders.
Proven leadership qualities and excellent management skills.
Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives.
Professional fluency in English required.
Experience convening diverse stakeholders to address legal and regulatory media reforms and/or emerging technological issues affecting the media sector.
Experience working with private and public sector partners to leverage additional sources of funding to meet program objectives.
Effective oral and written communication skills.
Strong representational and organizational skills
You must have unrestricted authorization to work in South Sudan.
Your Daily Tasks
Provides strategic and technical leadership to the project;
Ensures project activities are efficiently implemented on schedule and within budget; responsively adapting to changes and lessons learned throughout implementation.
Drafts and implements implementation plans.
Leads the drafting of complex documents, including program reports and evaluations;
Coordinate the work of implementing partners under the program.
Oversee and monitor quality of organizational capacity development to local organizations.
Ensure security protocols are in place and contingency plans developed.
Represent IREX publicly and support its organizational development.
Travel within the country of assignment may be frequent; some international travel may also be necessary.
Serve as principal liaison with USAID, as well as with key government officials, other donors and implementers, private sector and civil society partners, program beneficiaries, and other stakeholders.
Oversees monitoring, evaluation, and reporting of project activities as well as facilitate learning and improvement across activities and amongst key stakeholders.
Communicates and coordinates program strategic approaches with regional and national technical program partners.
Communicates effectively and coordinates relevant activities with CSM-STAND Leadership as needed.
Coordinates with DC office and HQ program team.
Guides coordinated activities across components, maximizing the technical expertise of all consortium partners, to create seamless support throughout the program.
Represents IREX publicly and support its organizational development.
Develops and maintains effective partnerships with local, regional, and international organizations active in the independent media sector.
Oversees program budgeting, financial management, and compliance.
Oversees monitoring, evaluation, and reporting of program activities.
Ensures program activities are implemented on schedule and within budget.
Oversees compliance with all host-country laws, regulations, taxes, and reporting requirements.
Supervises, manages, and mentors project staff and work in close coordination with IREX’s home office.
Ensures team cohesion at the office and a good working relationship with IREX home office.
Promotes policies and procedures in adherence with IREX’s DEI values and objectives at the local office
Other duties as assigned.
