Job Purpose

Provide technical and administrative support in grants management processes, including donor

research and mapping, proposal development, and review and timely submission of project proposals

and reports in accordance with established needs, laid down procedures, and grant agreements.

Job Summary

Programs Officer – Grants and Fundraising is responsible for managing grants administration

operations for ECAP including the following tasks: manage donor contract requirements and

performance; maintain grant records; monitor and report on grant strategy budgets; and ensure

compliance with organizational and ECAP policies and procedures as well GSIF policies.

This role is expected to impact and influence in the following critical areas: develop & implement

ECAP fundraising plan to grow and sustain income; ensure efficient management of all donor contracts; develop strategic partnerships for fundraising; provide fundraising support to all programs and work together with teams to develop programmes and quality proposals.

The Programs Officer will create a strong link with the Good Shepherd International Foundation

(GSIF) in order to increase and diversify funding for the ECAP programmes and comply with best

practices. Moreover, s/he will participate in activities aimed at raising the visibility of the Good Shepherd programs as well as advocacy initiatives in liaison with Good Shepherd Justice and Peace Offices.

Key Tasks and Responsibilities

Strategic Leadership:

Work in Collaboration with Programs Manager in the following tasks.

  • Spearhead the development and implementation of fundraising strategies for in-country programs and ECAP, and coordinate fundraising efforts targeting individual philanthropists, corporates, foundations, embassies, and local and international NGOs, and charities.
  • Ensure periodic review, updating and implementation of the resource development strategies across programs within ECAP.
  • Support program staff to develop, and implement local, national and international fundraising

    initiatives to diversify and increase their funding stream.
  • Undertake donor research and analysis to increase the understanding of the donor environment in Africa as well as long-term perspectives and preferences.
  • Map and identify network partners in consultation with the GSIF to complement ECAP’s work in any funding opportunity.
  • Work with GSIF to review and implement funding strategies to meet agreed funding objectives and targets.

    Proposal Development

  • Coordinate with the MDO team, Program links/staff and network partners for submission of innovative and high-quality proposals.
  • Support ECAP programs, Directors and staff, to continuously manage donor networks and liaison; ensuring that MDO-ECAP’s profile and influence is increased across the donor community at national and regional levels.
  • Lead in the identification of funding opportunities and support programs, network and staff in the preparation and/or review of grant proposals.
  • Represent MDO-ECAP in network meetings and fora for resource development; leveraging on consortium building, shared knowledge, learning, and exploration of funding opportunities.

    Grant Management & Donor compliance
  • In coordination with program staff, support the grants management cycle including proposal development, management of awards, and reporting. In this regard, develop, review and update funding charts, donor mapping matrix, and Contract Management System/CMS).
  • Work closely with the MDO team, especially the Programs Manager, and MEAL Manager to ensure that learning generated from the project is adequately captured in donor reports.
  • Facilitate capacity building of ECAP staff in grants management and donor requirements in collaboration with Programs, Finance and Admin, and MEAL Managers.

    Desired Qualifications, Skills and Experience

  • At least a Bachelors’ degree in project management, development studies, monitoring and evaluation, and/or other related qualifications. A masters degree is an added advantage.
  • Minimum of five years of progressive work experience in a comparable role in a reputable institution. Proven experience in fundraising, grants management, and consortium building in a non-profit organization is desirable.
  • Excellent communication, negotiation and representational skills and flexibility to travel regionally at a short notice.
  • Good understanding of project design, project cycle management and log frame development and donor report writing.
  • Critical thinking and analytical skills.
  • Knowledge of emerging funding trends and donor priorities in the region.
  • Skills to train and support partners in developing resource mobilization strategy and the techniques of fundraising.
  • Proven ability to work with excel spreadsheets and develop budgets.
  • Previous working experience with faith-based organizations and understanding of religious life is a strong advantage.
  • Proven computer skills and knowledge of Microsoft software including MS, Word, Excel, PowerPoint and e-mails.

  • Excellent verbal and written communication skills, both in English and Swahili. French speaking is an added advantage.
