Chemonics International Inc. is a US-based international development consulting company that operates in over 100 countries and is dedicated to helping people live healthier, more productive, and more independent lives.

Chemonics International seeks a Chief of Party for the anticipated USAID-funded Malaria Vector Control Activity (MVCA). This activity seeks to identify and implement proven, evidence-based vector control approaches in Tanzania, in support of reducing the overall malaria burden, and moving Tanzania closer to malaria elimination.

The COP shall provide strategic leadership and bear primary responsibility for all requirements of the contract, ensuring that the key performance indicators, objectives, and deliverables are met. He/She will be responsible for ensuring compliance with USAID regulations, the contract, and Chemonics policies.

The COP will be the official representative of the contractor and lead liaising with USAID and government officials and forging alliances with a myriad of private sector entities, organizations, and stakeholders as well as managing multiple offices.

The position is expected to be based full-time in Dar es Salaam, Tanzania for the duration of the activity, and is contingent upon activity award. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Key responsibilities:

  • Provide overall technical leadership and management of a multi-disciplinary team; oversee and participate in strategic planning; supervise execution of annual workplans and Monitoring, Evaluation, and Learning.
  • Leads the technical development of ITN distribution design, planning, implementation, and M&E through various distribution channels, i.e., mass replacement campaigns and continuous net distribution including health facilities, school net program (SNP), and community-based distribution.
  • Identifies issues and risks related to activity implementation in a timely manner and suggests appropriate activity adjustments.
  • Serve as Chemonics’ principal liaison with USAID/Tanzania, Tanzanian government representatives, other implementing partners, and other key stakeholders including partners, public and private sector organizations, service providers, and beneficiaries to ensure the activity is meeting its objectives as well as cultivate meaningful and strong relationships with USAID/Tanzania.
  • Supervise technical and administrative staff, ensure staff are effectively and efficiently managing project activities and operations, and maintain sound program HR and financial management.
  • Support project staff to ensure high quality transfer of skills and knowledge to Tanzanian institutions and communities.
  • Coordinate with Chemonics Corporate Office and USAID counterparts to ensure a high standard of compliance with Chemonics, Host Country, and USAID regulations and requirements.
  • Continuously assess and evaluate activity outcomes, ensuring learning is continuously incorporated into implementation, making course corrections as appropriate. Maintain a high standard of reporting to USAID.
  • Lead project thought leadership, ensuring visibility of the project and client.

    Required Qualifications:

  • Bachelor’s degree in international development, public health/health administration, medicine, supply chain management/logistics or a closely related field. Master’s degree in one of these fields strongly preferred.
  • Minimum of ten (10) years of relevant professional experience in an international development setting, ideally in project implementation sponsored by USAID or other international donors.
  • Minimum of five (5) years of experience as chief of party or other leadership position of donor-funded programs, managing complex activities that involve coordination with multiple project stakeholders.
  • Demonstrated knowledge of USAID rules and regulations.
  • Experience working in Tanzania and deep knowledge of geo-political, ethnic, cultural, and other considerations affecting programming in Tanzania and the region is required.
  • Strong ability to maintain partnership with the Government of Tanzania to strengthen the capacity of host-country institutions and local organizations to identify and implement proven, evidence-based vector control approaches in Tanzania, in support of reducing the overall malaria burden, and moving Tanzania closer to malaria elimination.
  • Proven ability to build and maintain a strong, diverse, inclusive, cohesive team where all team members are empowered and supported, including stakeholders and partners.
  • Demonstrated commitment to ethical and transparent practices and commitment to staff care.
  • Strong interpersonal, representation and oral and written communication skills.
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required, Swahili desirable.
