The United Nations Human Settlements Programme (UN-Habitat) is the specialized programme for sustainable urbanization and human settlements in the United Nations system. Its mission is to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all.

Pursuant to its mandate, UN-Habitat aims to achieve impact at two levels. At the operational level, it undertakes technical cooperation projects. At the normative level, it seeks to influence governments and non-governmental actors in formulating, adopting, implementing and enforcing policies, norms and standards conducive to sustainable human settlements and sustainable urbanization.

The current UN-Habitat strategic plan for 2020-2025 is in line with its new vision of “a better quality of life for all in an urbanizing world”. The vision is encapsulated in the Plan’s four Domains of Change namely:

  • Reduced spatial inequality and poverty in communities across the urban – rural continuum.
  • Enhanced shared prosperity of cities and regions.
  • Strengthened climate action and improved urban environment.
  • Effective urban crisis prevention and response.

    The Go Blue Project Result Area 2 – “Connecting People, Cities and the Ocean: Innovative Land-Sea Planning and Management for a Sustainable and Resilient Kenyan Coast” contributes to all four domains of change.

    The project also responds to achievement of urban related Sustainable Development Goals (SDGs) including SDG 11 on cities, SDG 13 on climate change, SDG 14 on oceans, SDG 1 on poverty, SDG 5 on gender, SDG 8 on economy, SDG10 on inequality and SDG 16 on institutions; and numerous New Urban Agenda (NUA) paragraphs.

    The project aligns with Kenya’s national priorities outlined in the Vision 2030 and the MTPs as well as commitments towards building a sustainable blue economy. It is implemented in selected urban centres of six coastal countries of Kilifi, Kwale, Lamu,Mombasa, Taita Taveta and Tana River to enhance integrated land-sea planning and management by addressing key socio-economic and environment challenges while stimulating benefits from the blue economy.

    The project’s overall objective is to enhance integrated ecosystem-based approach to land-sea planning and management that is participatory and inclusive to women and young people that results into enhanced institutional and individual capacities for a sustainable blue economy in the coastal urban areas.

    The project addresses key socio-economic and environmental challenges through capacity building and pilot activities in the six coastal counties.

    In doing so, the project contributes towards ensuring sustainable coastal development, healthy and resilient marine and coastal ecosystems and their natural capital, all of which directly supports nature-based climate change adaptation and mitigation, human well-being, food security, job opportunities, improved coastal public spaces to support sustainable, climate-resilient and inclusive blue economies (underpinning sustainable fisheries, coastal ecotourism, information on blue economy, and promoting the value of coastal public spaces), and enhanced natural assets for the coastal communities and urban residents.

    The four key outcomes of the project are:

  • Strengthened capacity for data collection and information management in the six JKP counties.
  • Enhanced capacity of the JKP counties and coastal cities in land-sea planning and management for climate change adaptation and mitigation.
  • Improved environmental, social and economic benefits for communities and cities through pilot implementation of the land-sea plans.
  • Enhanced dissemination of good practices, innovations and benefits from integrated land-sea planning to county and national stakeholders

    UN-Habitat and UNEP are jointly implementing the project through a Joint UN-Habitat/UNEP Project Steering Committee (PSC), which oversees the Project Management Unit (PMU) to ensure effective implementation of the project and ensure efficient delivery of outputs and outcomes delivery of products and take accountability for the project expenditures.

    The accountability to the EU (donor) is ensured through regular and periodic reporting by UN-Habitat as the signatory of the Project agreement with the EU.

    Duties and Responsibilities

    Under the supervision of the Chief, Evaluation Unit, UN-Habitat, the Evaluation Expert will:

  • Assess the performance of the project in terms of its progress towards the achievement of results at the expected accomplishment and output levels.
  • Assess the relevance, efficiency, effectiveness, coherence, outlook sustainability and impact of the project in applying integrated ecosystem approach to land-sea planning and management.
  • Assess the planning, adequacy of resources, working arrangements and how these may be impacting on the effectiveness of the project.
  • Assess how cross-cutting issues such as gender equality, persons with disability, youth and human rights have been integrated in the project.
  • Assess how the effects of pandemics including COVID-19 and other internal factors such as changes in government and institutional reorganisation may have affected the performance of the project.
  • Identify and validate areas of improvement, lessons learnt and make recommendations actionable to improve performance of the project for the remaining period of the project.
  • Linking scaling up of project outputs to County Integrated Development Plans (CIDPs) to enable development of bankable projects for fundraising.

    Qualifications/special skills

  • Advanced academic degree in Political Sciences, Project Management, International Development, Program Evaluation, Statistics, Communication, Information Technology, Urban Planning, Economics, Sociology or another relevant field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
  • 7 years of project management experience in results-based management working with development projects/ programmes is required
  • Extensive evaluation experience. The lead consultant should have the ability to present credible findings derived from evidence and prepare conclusions and recommendations supported by the findings is required.
  • Knowledge and understanding of UN-Habitat mandate, operations and experience of regional/ multi-country projects is desired.
  • Knowledge and experience of country programming is highly preferred

    Languages

  • English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required.
