This position is in the UN Healthcare Centre, (UNHCC), Division of Administration, United Nations Economic Commission for Africa (UNECA), Addis Ababa, Ethiopia.

Under the general supervision of the Director of Administration (DoA) the incumbent is the Chief of Medical Service Section within the duty station and maintains a functional relationship to the Deputy Director, DHMOSH for technical matters. He/she plans, organizes, manages and supervises and coordinates the management of healthcare services in the duty station and provides primary care, and occupational health and safety support to UN personnel.

The UNHCC provides medical services to the personnel of 27 UN agencies in Ethiopia including satellite clinics situated in the field.

Responsibilities

Within delegated authority, the Chief Medical Officer (CMO) will be responsible for the following duties:

Clinic Management:

  • Oversees all aspects of managing a clinic including satellite clinics. . This entails but is not limited to managing medical and non-medical personnel clinical issues, local policy development, recruiting, resourcing and budge control.
  • Oversees the delivery of high-quality occupational health services in the UN workplace, including employment clearances, travel medicine services and travel clearances.
  • Oversees the provision of workplace clinical services including primary care and emergency care, access to UN programmes such as PEP kits, and referral to local healthcare services.
  • Oversees clinical practice in relation to in-person occupational health clinical reviews and examinations.
  • Develops and oversees the delivery of occupational health and safety programs including workplace and home ergonomics programs and workplace safety and health risk assessments.
  • Oversees and provides guidance on workplace (reasonable) accommodation requests with a medical component in line with UN policies.
  • Oversees the delivery of workplace or general health promotion programs.
  • Develops, exercises and provides a local emergency response / mass casualty capability integrated with local security plans.
  • Advises on other aspects of health including public health relevant to the duty station, through liaison with the health authorities of the Host Country.
  • Ensures quality in services by implementing quality control mechanisms and procedures, the use of published UN clinical guidelines, and adherence to patient safety and adverse event reporting requirements.

    Medical Administration:

  • Oversees the provision of recommendations or determinations related to medical entitlements.
  • Oversees the completion of sick leave, including where required liaison with individual staff members, the medical services of UN Agencies in the duty stations and their healthcare providers to ensure effective sick leave management.
  • Oversees the development and implementation of return-to-work programs where necessary.
  • Monitors sick leave usage in conjunction with human resources staff and prepares and finalizes disability summaries and reports for the Medical Director and UNJSPF.
  • Oversees medical evacuation and repatriation services where required.
  • Provides advisory services to the UNCT/SMT in the duty station as and when needed.
  • Undertakes mediation and informal dispute resolution related to medical entitlements, and where required represents the UNHCC in formal dispute resolution bodies such as medical boards or the UN Dispute Tribunal,

    Supervisory:

  • Manages the work and results of all staff working in the UNHCC and satellite clinics in the duty station including where appropriate occupational safety staff or remote staff under the authority of the UNHCC.
  • Ensures medical confidentiality and release of medical records/information is in accordance with UN policies and requirements.
  • Manages access to and the use of the EarthMed medical record system.
  • Undertakes annual work planning (self, staff, and UNHCC).
  • Plans and prepares budgets and prepares reports on budget performance and results.
  • Ensures the development, generation and reporting of relevant key performance indicators documenting health support performance including responses to audit requests on health performance.
  • Ensures timely recruiting and training of all new staff, and effective performance management.
  • Ensures effective continuous professional development of staff and their career management.
  • Ensures the continuous management of the UNHCC emergency training center in Addis Ababa and maintains a properly trained pool of physicians and nurse to provide continuous training on First Aid, Basic Life Support (BLS), Advance Life Support, Pre-hospital Trauma Life Support (PHTLS) in the country.

    Advisory, liaison and representation:

  • Coordinates with the Office of the Director, DHMOSH UNHQ, to contribute to the development of UN healthcare policy, and ensures alignment of policy and practice in the duty station.
  • Represents the ECA at events and meetings with other UN entities and in national and international forums related to the UNHCC’s responsibilities. .
  • Oversees workplace health and UNHCC communication products (newsletters/posters/videos, etc.), and liaison/outreach with external actors.
  • Briefs and advises senior management on all health matters relevant to the workplace (including mental health and staff well-being), such as health policies, business continuity, enterprise risk management and representation at crisis response and related bodies, Makes recommendations taking into consideration the local context, whenever warranted.
  • Ensures effective occupational health representation at the local occupational health and safety committee, or similar body.
  • Services the meetings of the UNHCC Executive Committee.

    General:

  • Performs any other duties as required.
  • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

    Education

  • A first-level university degree that qualifies for registration as a licensed medical practitioner (MD, MBBS, MBChB or equivalent) and current unrestricted registration with the medical licensing authority of one of the Members States of the United Nations is required. Postgraduate qualification in a medical specialty is desirable. Postgraduate qualification in General Practice/Family Medicine or Occupational Health is desirable.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

    Work Experience

  • A minimum of ten years of progressively responsible clinical experience in one of the areas of medicine, including at least three years in occupational health field and tropical medicine, are required.
  • Experience in hospital and/or clinic management, including budgeting, supervisory responsibilities and resource management are desirable.
  • Work experience in an international organization is desirable.
  • Experience in data analytics or related area is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable.
