DRC Economic Recovery Coordinator – Energy: Carbon Offsetting Project Jobs in Tanzania

Overall Purpose of the Role:

The Economic Recovery Coordinator, under the management and supervision of the Economic Recovery Manager, and in close collaboration with private sector donors, and Local Government Implementing Authorities will be responsible for overseeing and providing technical and programmatic support for the development and implementation of DRC’s components of a larger carbon offsetting project and new energy and environment initiatives, alongside DRC’s in-country energy and environmental initiatives and in line with the overall DRC environment and climate change framework.

The Economic Recovery Coordinator will particularly be responsible for the development and implementation of a novel carbon offsetting /environment project in the refugee-hosting districts of Kibondo, Kakonko, and Kasulu districts in the Kigoma region.

Main Responsibilities:

  • Carbon offsetting/environment project and sector oversight
  • Have oversight on the overall carbon offsetting/environment portfolio in geographic areas, including identifying funding and capacity gaps.
  • Ensure targets are met under DRC’s agreement with donors, to be accountable to the stated goals of the program.
  • Ensure the highest quality of the interventions including adherence to best practice programming and minimum standards in coordination with the Economic Recover Manager.
  • Ensure coherence between all projects/activities ongoing and proposed, according to the overall DRC environment and climate change framework.
  • Ensure high quality and timely deliverables, narrative reporting and financial overviews, close cooperation with donors, Government counterparts, and coordination mechanisms on site, and in synergy with other DRC interventions in the area.
  • Support the development of the carbon offsetting/environment program strategy based on yearly projected funding (Including locations and activities).
  • Hold regular meetings with all Economic Recovery Officers to understand programmatic challenges and technical support requirements. Highlight when programs are off-track in implementation for further discussion with the Economic Recover Manager, the DRC Global Climate Mitigation Advisor, and AM. Identify any areas where further technical support, oversight, or resources are needed.

    Technical Management

  • Support the development and implementation of locally led forest carbon offset projects including project design, development of risk assessments, and development of monitoring requirements under Verra’s Verified Carbon Standard among others.
  • Coordinating the process of Village Land Use Plans (VLUPs) and Forest Resources Assessments (FRAs) including designing forest inventories and sampling protocols for the estimation of carbon and other forest inventory variables in line with Verra’s relevant methodologies.
  • One part of the project deals with livelihood-related interventions such as agricultural support, Vocational Skills Training, and other interventions to be co-designed with the targeted villagers.
  • Overtime, the utilization of carbon credits at the village level will be a component in which DRC will play a facilitative role. This will be developed later in time.
  • Lead in developing other sustainable energy and environment programming initiatives/proposals and fundraising relating to the emergency and longer-term response.
  • Regularly review and provide technical advice on project work plan implementation and the roll-out of SOPs and guidance.
  • Work with the Economic Recovery Manager to provide regular technical training and capacity building to Economic Recovery staff, and partners, and on key DRC carbon offsetting/environment concerns and product solutions.
  • Participate in reviewing and endorsing relevant financial and narrative reporting on all carbon offsetting/environment interventions.
  • Participate in providing overall budget monitoring, financial management, and expense control including compliance with minimum DRC and donor requirements.
  • Ensure continuous capacity building (i.e., direction, and on-the-job coaching) among staff in handling the carbon offsetting/environment programming.
  • Foster and ensure Economic Recovery staff members maintain productive, supportive, and respectful relations with Incentive Workers and/or Village Agents/Community Mobilizers employed in the program.
  • Work in the multi-functional team approach and work in close collaboration with the program and other technical experts, to ensure carbon offsetting/environment interventions are approached from a cross-sectoral perspective.

    Coordination, Representation, and Relations

  • Collaborate with relevant internal and external technical experts on issues related to the carbon offsetting/environment sector, including experts from the Vice President’s Office (VPO), the National Carbon Monitoring Centre (NCMC), Local Government Authorities, relevant UN agencies such as UNHCR, FAO, and WFP, embassies such as the Danish and Belgian Embassies, and other relevant partner organizations.
  • Coordinate, monitor, and support the development and implementation of partnerships with other operational partners across multiple offices.
  • Identify, develop, and maintain relationships with project beneficiaries and relevant stakeholders at the field level (e.g., beneficiaries, community leaders, local and national government officials, donors, UN agencies, and other NGOs)
  • Where relevant, liaise with donors and work closely with partners on project updates, site visits, and other communication.
  • Liaise closely with other DRC sectors especially Protection, Camp management, and support services to ensure productive coordination and smooth implementation of the program activities.

    Exeperiece and techinical competencies

  • Extensive knowledge of carbon offsetting/environmental programming with a particular focus on Nature-based Solutions to climate change mitigation initiatives such as carbon offsetting schemes.
  • Hands-on experience in methodologies for carbon project development and certification in the AFOLU sector of the Voluntary Carbon Market, including familiarity with carbon standards like Verra’s VCS, CCB, and SD Vista, in particular the development and validation of project design documents.
  • Professional history of advising carbon projects that restore landscapes, and working directly in carbon finance and other result-based finance markets is preferred.
  • 3 to 5+ years working in forestry, land-use management, ecosystem modeling, carbon markets, and forest carbon project development process, including quantification, monitoring, and/or verification.
  • Previous working experience with international organizations in humanitarian settings in leadership and or managerial positions.
  • Experience in preparing energy and environment programming strategies and advocacy strategies for a complex program covering multiple sites.
  • Experience working with indigenous/local communities, government authorities/institutions, and line ministries on environmental and climate change issues.
  • Experience in local governance, community development, and participatory natural resources management programming is highly advantageous.
  • Experience providing remote technical guidance and developing training to suit a variety of audiences.
  • Knowledge of and experience in handling situations of statelessness and durable solutions.
  • High level of computer literacy and associated software (Microsoft Word PowerPoint and Excel, SPSS)
  • Excellent written and oral communication skills in English.
  • Excellent interpersonal and problem-solving skills, creativity, and flexibility.
  • Comfortable in a multi-cultural environment, flexible and able to handle pressure well, able to engage with community members openly and maintain confidentiality and respect.
  • Demonstrated ability for rapid analysis of complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies.

    Education:

  • University Degree in forestry, natural resources management, climate change, or closely related fields. A Master’s Degree is preferred.
  • Strong scientific and technical skills that include a mixture of statistical analysis, remote sensing, GIS, carbon modelling, and/or forest biometrics.

  • Fluency in English
  • Fluency in Kiswahili
