Purpose of the Role

As Head of Operations, you will oversee the Hospital operations function, ensuring that the operational support services provide the highest standard of support to other divisions, ensuring an enabling environment with adequate resources available for attaining Hospital’s vision and mission.

The Head of Operations is the custodian of the organizational quality, facilitating the roll out of the management system and implementation of the LEAN strategy.

With a careful eye for detail, you’ll ensure that all support functions have updated policies and standard operating procedures and are implemented according to local legislation and compliance standards. You’ll conduct regular operational and financial analysis of the support services to identify areas for improvement and growth.

Understanding the importance of internal and external relationships, you will also foster and maintain partnerships with relevant stakeholders to optimize support service provision.

Reports To Chief Executive Officer

Key Responsibilities

• Coordination of Hospital operations

• Ensure operational efficiency to provide effective quality care and services to those in need.

• Reviews departmental productivity levels and work functions to properly allocate human resources.

• Develops departmental goals for increased productivity, improved efficiencies, and enhanced customer service.

• Regularly benchmarks performance measures to identify best practice and directs implementation of necessary changes.

• Responsible for operational efficiency, high quality and effectiveness between departments as measured by employee efficiency as well as patient satisfaction through feedback and quality assurance measures. Proposes and implements improvements where needed.

Development and implementation of strategic plans

• Prepare annual reports including budgetary planning, and operational performance, as may be required.

• Monitors service line growth and recommends strategies based on operational statistics and market needs and trends.

• Develops and maintains relationships and marketing efforts with physicians and other referral sources.

Financial Management

• Vigilantly monitors cost management in alignment with patient volumes and revenue generation.

• Approves departmental operating and capital budgets ensuring sufficient funds and personnel are available to accomplish departmental objectives within established financial guidelines.

• Oversees patient billing, collections and AR management in coordination with the Head of Finance.

• Oversees insurance credentialing and malpractice licenses renewals for providers.

Compliance

• Responsible

for Hospital compliance with governmental regulations, Health sector requirements, Donor guidelines and Board Policies.

• Ensures that patient records and procedures are in compliance with agreements with vendors and contracted service providers.

• Ensures compliance with policies, procedures and standards that have been developed to ensure quality management and adherence to country and accreditation organization requirements.

• Ensures regulatory standards and best practice guideline changes occur at the department level.

• Oversees continuous quality improvement initiatives by providing direction to department leaders and monitoring of interdisciplinary involvement in Hospital projects.

• Promotes patient safety by reporting of issues through established channels and participating as requested in safety initiatives.

Administration

• Manages and oversees operational projects (e.g. construction, estate management, remodelling, new system implementations, etc)

The Candidate

• Master’s degree in management studies, Business Administration or Health Related Field. An MBA or MPH is an added advantage.

• Minimal 5 years working management experience in a health-related working environment in Uganda.

• Essential knowledge and skills in Health Information Technology, Human Resource Management aspects, Financial Management and Health data analysis.

• Experience and Knowledge in Lean management principles and tools.

• A strategic, conceptual and analytic thinker with excellent management and leadership qualities and proven financial acumen.

• An excellent communicator with strong interpersonal skills and experience of relationship management, able to present complex or sensitive information to difference audiences.

• A person with plenty of initiative, who is self-motivated and driven.

• Strong skills in cost control and resource management, including the optimisation of human resources, equipment, facilities and capital.
