Org. Setting and Reporting

The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General. UNON supports programme implementation of the United Nations Environment Programme (UNEP), the United Nations Human Settlements Programme (UN-Habitat) and the Resident Coordination System (RCS) globally, as well as other UN offices in Kenya, by providing administrative, security, conference, and information services (www.unon.org).

The posts are located in the Department of Security and Safety Service (DSS) at the Nairobi duty station. The United Nations Security and Safety Service (SSS) is responsible for providing security to delegates, staff, visiting dignitaries and other visitors. Under the direct supervision of the Security Lieutenant, the incumbents will perform the following functions:

Responsibilities

Provide leadership to the Team by:

  • Planning assignments for the team members during particular scheduled shifts.
  • Giving daily work instructions to the members of the team.
  • Ensuring team members are provided with uniform, communication equipment and other kits for duty.
  • Monitoring posts to ensure that they are effectively manned and that duties are properly executed.
  • Conducts daily briefings and assign officers to various functions or posts.
  • Supervises staff and carries out inspections to ensure that officers on duty are discharging their functions appropriately.
  • Examines routine reports prepared by subordinates and certify their accuracy.
  • Assigns cases to investigators, recommending action to be taken; directs sensitive and/or complex investigations.

    Enforce safety and security in the UN Complex by

  • Ensuring that security and safety rules and procedures are strictly adhered to.
  • Supervise control room duties and ensure that the electronic surveillance equipment is properly monitored and discuss reports of initial investigation with the Investigator.
  • Co-ordinate activities of the team through the Lieutenant and Inspector to the Assistant and Deputy Chiefs of the Security and Safety section by making daily reports on events, periodical reports on all investigated cases, make recommendations on improvement of work.
  • Ensure that security equipment and vehicles are in good working order, supervise operations in the event of accidents independently and prepare reports after incidents; Conduct preventive searches in cooperation with the specialized services; Keep plans and instructions up to date and conduct searches for suspicious items.
  • Respond to requests for assistance requiring first aid and general questions concerning the security and safety of the UN Complex
  • Makes recommendations to the supervising Officer on operational matters.
  • Briefs Officers under command of possible security threats and related operational plans.
  • Assumes control of specific areas as assigned during periods of heightened security.
  • Counsels, coaches and mentors Officers under command.
  • Provides input for the performance evaluation of security personnel under command.
  • Prepares written reports of all unusual incidents.
  • Makes recommendations on basic security operation.
  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • Assists with visualizations and updating information material such as web pages or brochures.
  • Performs all other related duties as required.

    Education

  • Completion of high school diploma or equivalent is required.
  • Supplementary post-secondary school training in security or military with a sound and thorough knowledge of security related matters is required.
  • Passing of United Nations Security Officer Test (SOT) is required before the administration of a written assessment and/or interview.

    Work Experience

  • A minimum of five (5) years of progressively responsible experience in security, risk or disaster or emergency management in the public or private service areas, such as national security, military or police, or in a corporate environment is required. The minimum years of relevant experience is reduced by two years for candidates who possess a first-level University degree.
  • A minimum of two (2) years of international experience in security management systems is required.
  • One (1) year or more of experience in data analytics or related area is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Working knowledge of Kiswahili is desirable. Knowledge of any other UN official languages is desirable.
