Job Purpose

The Program Officer for the Program Management Team (PMT) will play a key role in ensuring successful implementation of program activities in the Political Affairs Peace and Security Department by supporting the overall work of the PMT in planning, monitoring, evaluation, reporting, and coordination.

Major Duties and Responsibilities

Under the direct supervision of the Team Leader of the Programme Management Team (PMT), the Junior Programme Officer shall be responsible for the following duties:

  • Prepare analytical narrative reports on program implementation across PAPS’ priorities in line with AUC reporting guidelines.
  • Provide programmatic support to the AU Liaison Offices and coordinate their planning and reporting activities.
  • Develop, maintain, and coordinate the preparation of project work plans, budgets and schedules for different programs in the department. This involves analysing program requirements, creating relevant activity indicators, identifying potential risks and developing strategies to mitigate them;
  • Implement program activities and ensure that they are executed according to the approved departmental work plan and budget. This entails working with both internal and external stakeholders to achieve program objectives.
  • Prepare ad hoc progress reports for the AUC leadership and partners on implementation of specific projects and programs.
  • Draft project proposals to AUC partners and assist in the implementation of approved proposals including budget monitoring.
  • Support the identification of extra-budgetary resources for the implementation of project activities.
  • Prepare working documents for Steering Committee meetings and working sessions between the AU/PAPS and partners.
  • Assist in secretariat duties assigned to the PMT by the Conflict Management Directorate of the PAPS department.
  • Prepare reports, memoranda, note verbales, and other documents relating to the implementation of projects and programs being implemented in the PAPS Department.
  • Develop program reports, presentations, and other communication materials for stakeholders. This involves ensuring that all program documents and records are properly maintained and archived.
  • Foster and maintain positive relationships with partners, stakeholders, and donors of various programs by participating in meetings with stakeholders, representing the program to external partners, and responding to inquiries that may arise in relation to the programs.
  • Perform other project- related duties as may be assigned by the Team Leader and the CMD/GCP Directors of the PAPS Department and by the Commissioner-PAPS.
  • Coordinate Technical Assistance missions and facilitate the dissemination and review of draft reports;
  • Support the change management process at PAPS through technical support to the PAPS Directors and the Commissioner when required.

    Academic and Language Requirements

  • A bachelor’s degree in any of the following fields: Social Sciences, Business Administration, Economics or any other related field with at least 3 years of relevant work experience.
  • Proficiency in one of the AU working languages (English, French, Arabic, Spanish, Kiswahili, and Portuguese) is a must. Knowledge of a second or all the other working languages would be an added advantage.

  • Must have the ability to work independently to meet critical and competing deadlines to produce high quality work in short timeframes.
  • Must be computer literate with working knowledge of common computer applications and systems.
  • Must have excellent planning, reporting, organising, and presentation skills.
  • Must have strong program/project management skills.
  • Must have excellent writing, negotiating, analytical, and communication skills.
