International Organization for Migration Programme Officer (Migration Management) Jobs in South Sudan

Context:

The International Organization for Migration (IOM) South Sudan Migration Management Unit (MMU) seeks to operationalise global, regional and national policy guidance through the provision of technical support to government through its relevant ministries and implementation of interventions to strengthen better management of migration at the national and sub-national levels. IOM also supports the formulation of strategies, standard-setting and quality control and knowledge management relating to “mainstream” migration sectors, including labour and facilitated migration, migration and development, counter-trafficking, assisted voluntary return, migration health, assistance for vulnerable migrants, immigration and border management and overall capacity-building in migration management. At the global level, through the IOM Development Fund (IDF), IOM supports multi-regional and global projects at the national levels. This includes technical supervision of project review and endorsement to experts in the field, as well as operational partnerships with relevant governmental, multilateral and private sector industry partners in coordination with the Department of International Cooperation and Partnerships. Interventions contribute to promoting and upholding the rights of migrants, including advocacy around better migration management policy reforms and implementation in line with international legal and other internationally agreed standards and effective practices.

Under the overall supervision of the Chief of Mission of IOM South Sudan, the direct supervision of the Head of Humanitarian Assistance and Operations and technical backstopping by the relevant Regional Programme Manager and Regional Thematic Specialists in the Regional Office (RO) for the East and Horn of Africa, the Programme Officer (Migration Management) will be responsible for supervising and coordinating the day-to-day implementation of IOM’s South Sudan Migration Management projects, including the immigration and border governance (IBG) projects, and contributing to the effective and timely development, planning, monitoring, and evaluation of activities. The Programme Officer will facilitate planning, resource mobilization and implementation, monitoring and reporting of the migration management projects and provide technical assistance to government departments in relation to migration policy reforms and strengthening migration management capacities as well as inclusive community engagement in South Sudan.

Core Functions / Responsibilities:

  • Supervise and coordinate the effective implementation of the migration management project activities, including operational, budgetary and administrative aspects of the projects in close coordination with the IBG Regional Program Manager, and Regional Thematic Specialist.

  • Coordinate the timely delivery of requests for technical assistance by the government, regional office and relevant stakeholders.

  • Provide technical inputs to support the development, planning and implementation of assessments that identify relevant issues for informed project development and implementation, including mainstreaming of migrant and human rights and gender equity into the MMU projects.

  • Collect and compile information to support the policy capacity of the MMU in relation to the relevant thematic areas of migration management expertise.

  • Participate in the development of comprehensive thematically overarching migration management support projects and related resource mobilisation approaches by providing technical inputs and guidance to contribute to maintaining the sustainability of the Unit.

  • Document learning, best practices and success stories, and support media and communications to help raise the profile and visibility of the MMU projects.

  • Participate in internal and external meetings that cut across the MMU thematic areas, facilitating proper information exchange on the operational aspects of the programme.

  • Ensure MMU’s internal organization and smooth communication by supervising and organizing staff and regular knowledge sharing sessions with relevant stakeholders to help guide and monitor the use of organizational tools.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree or relevant trainings in Migration Studies, Public Policy, International Relations, Political Science, Law or a related field from an accredited academic institution with two years of relevant professional experience; or,

  • University degree in the above fields with four years of relevant professional experience.

    Experience

  • Experience in migration management, with a background in counter human trafficking, return and reintegration, direct assistance to vulnerable migrants including victims of trafficking; immigration and border management and/or migration policy and policy analysis;

  • Experience in project development, management and/or implementation, including expenditure monitoring;

  • Experience in migration data analysis, knowledge management, monitoring and evaluation and delivering presentations in the field of migration management to various groups of stakeholders – at sub-national, national and regional levels;

  • Previous experience supporting resource mobilisation within multi-lateral donor environments required; and,

  • Working knowledge of IOM software – PRIMA and MiMoSA and regional experience on migration management and cross border coordination is an advantage.

    Skills

  • Proven track record of establishing and maintaining good working relationships with governmental and diplomatic authorities, UN agencies, and civil society;

  • Sensitivity to the needs and priorities of different sectors of a community;

  • Familiarity with the culture of the affected population, ability to develop respect from a wide range of people and strong ability to communicate effectively on hygiene matters;

  • Good oral and written reporting skills;

  • Diplomacy, tact, and good communication skills;

  • Training/counterpart development skills and personnel management skills; and,

  • Ability to work well in a team in difficult circumstances.
