Background

The ILO with the financial support of the Foreign Commonwealth and Development Office of the United Kingdom, is implementing the “Better Regional Migration Management” (BRMM) programme in seven countries1 in the East and Horn of Africa. The aim of the programme is to strengthen the capacities of countries in East and Horn of Africa to govern labour migration by using evidence-based policies, enhancing migrant workers’ qualifications and skills, and actively engaging the social partners for improved development outcomes.

Outcome 1 of the BRMM programme aims at supporting Labour migration policies and programmes that support productive migration in East Africa to be evidence based and gender sensitive. A Labour Market Information System (LMIS) aims at systematically delivering timely labour market data essential for informed policymaking. Indicators on international labour migration are considered an integral part of the data stored and made available through an LMIS.

Since 2016, the ILO Department of Statistics has been assisting countries in generating the capacities and incorporating the tools needed to implement a national Labour Market Information System (LMIS). In this regard, the ILO has developed a Practical Guide to implement a Labour Market Information System including international labour migration indicators, aligned with the methodology designed and applied by the Department of Statistics of the ILO.

The practical guide to implement a national Labour Market Information System has been developed in the Spanish language. Hence, the ILO is seeking the service of a qualified translator to translate the ‘Practical guide to implement a national Labour Market Information System’ from Spanish to English.

Objective and scope of the assignment

The objective of this assignment is to translate the newly developed ILO ‘Practical guide implement a national Labour Market Information System including international labour migration indicators’ from Spanish to English.

NB: The Guide has 80 pages (of which 15 pages have graphics) and 24,000 words.

Key Activities

Under the overall guidance of the ILO BRMM Chief Technical Advisor and technical supervision of the Senior Labour Migration Statistician in the ILO Department of Statistics (Geneva), the consultant will translate the ILO ‘Practical Guide on Assessment of National Data Sources of Labour Migration Statistics’, from Spanish

to English, while maintaining the accuracy, clarity and naturalness of the guide. More specifically the consultant will be responsible for:

  • Producing an accurate translation of the ‘Practical Guide on Assessment of National Data Sources of Labour Migration Statistics’ from Spanish to English. Content accuracy includes detailed comparison of content, facts and figures and making sure there are no omissions.

  • Performing terminology research to ensure the accuracy and appropriateness of translation.

  • Proofreading the English document to ensure the use of correct vocabulary, expression, grammar and terminology

  • Ensuring a high quality of work with translations reflecting an accurate portrayal of the meaning found in the source document.

  • Ensuring that no typographical errors are left in the final text.

    Qualifications

    The successful Consultant shall have the following qualifications and competencies:

  • University degree in either English or Spanish language

  • Possession of an excellent emotional and technical understanding of the English and Spanish languages

  • Good knowledge and experience with statistical operations and terminology

  • Experience in translating ILO and other UN agencies publication from Spanish to English.

  • Experience working with and/or interacting with government agencies, in particular the national statistical offices and government ministries.

    Maximum marks

  • University degree in either English or Spanish language 10

  • Possession of an excellent emotional and technical understanding of the Spanish and English languages 20

  • Good knowledge and experience of the statistical methodologies and terminology 25

  • Experience in developing training materials and/or guides (at least two samples should be presented) 15

  • Previous experience in translation of ILO and other UN agencies publication from Spanish into English 10

  • Previous engagements with ILO or other sister agencies 10

  • Experience working with and/or interacting with government agencies, in particular the national statistical offices and government ministries. 10
