Job Summary:
The Industrial Relations Suoervisor will Supports development and maintenance of a harmonious Industrial Relations culture on the work site through assurance of Contractor Industrial Relations management and Contractor implementation of Industrial Relations plans and procedures.
Undertakes routine monitoring of Contractor performance, reporting issues, non-conformances, and worker grievances and tracking all Industrial Relations and worker welfare issues at the work site to closure.
Duties and Responsibilities:
• The Industrial Relations Supervisor operates under the instruction and guidance of the Industrial Relations Manager.
• Maintains professional working relationships with Contractors, Subordinates and Project management at all times.
• Through daily assurance and Industrial Relation-focused engagements, manage day-to-day Industrial Relations Officer activities and align with Contractor Industrial Relations procedures within the area of responsibility through coordination with Industrial Relations Officers.
• Oversee and manage daily Industrial Relations officer monitoring activities.
• Assist and provide guidance to Industrial Relations Officers regarding daily activities and assist where necessary with engagement with Contractors.
• Support the Industrial Relations Manager with disciplinary actions and disciplinary hearings.
• Ensure the proper maintenance of records by Industrial Relations Officers (interview notes and pre-employment checks, employment contracts, disciplinary action records, demobilization notices).
• Routine and non-routine monitoring of Contractor and sub-contractor Industrial Relations Plan implementation.
• Collate daily reports from Industrial Relations Officers and Issue daily Contractor IR Performance reports to the Industrial Relations Manager, summarizing Industrial Relations activities and progress updates.
• Elevate Contractor and Project IR issues arising onsite to the Site Manager and IR Manager.
• Prepare Industrial Relations inputs for routine and non-routine reporting.
• Assist the Industrial Relations Manager in investigating and close or Industrial Relations non-conformance and field observations arising out of Project, Contractor, and third-party monitoring.
• Coordinate workforce planning per Contractor Labour Management Plans and Local / National Content Plan commitments.
• Verify Contractor recruitment is undertaken according to Project and Contractor recruitment and selection procedures in approved Labor Management Plans.
• Liaise with Project Community Relations Supervisors, Project H3SE, Site Manager, Contractor Industrial Relations / Human Resource, and Industrial Relations officer regarding Contractor labor management, camp management, recruitment plans and processes.
• Ensure
all risks associated with Contractor demobilization planning and implementation are satisfactorily identified and managed by Industrial Relations Officers.
• Carry out any and all other duties as directed by the Industrial Relations Manager as required to meet the project objectives.
• Ensure the efficient management of Industrial Relations Officers’ performance and identify areas of training and development.
• Ensure sufficient IR coverage in the field through effective leave and human resource planning.
Requirements/ Qualifications:
• Candidates must be a Ugandan national.
• Minimum undergraduate qualification in a relevant discipline and at least 6 years labour or employment law, industrial relations experience.
• Extractive industry experience, construction or logistics industrial relations, labour management, camp operations.
• Experience across a diverse workforce comprising unskilled, semi-skilled, technical, and management/ professional workers and a broad supply chain.
• Ability to maintain good working relationships with project management, contractors and sub-contractors.
• Ability to work independently, meet deadlines, and is a quick, adaptable, learner from on-the-job training.
• Ability to liaise with and communicate productively with Contractor representatives.
• Operate unsupervised to carry out onsite and offsite visits and audits to a professional standard.
• Good written and spoken English and Kiswahili.
• Strong IT and data collection capabilities.
• Interpersonal and networking skills.
• Report writing, analytical skills and intensive problem-solving capabilities.
• Supervisory experience.
