Currently, ManTech is seeking a motivated, career and customer-oriented PTL Regional Integration and Systems Engineer (OCONUS) to join our team in an OCONUS location.
Responsibilities include, but are not limited to:
The Personnel Tracking and Locating (PTL) Regional Integration and Systems Engineer (OCONUS) position acts as the PTL program technical representative in the assigned countries in addition to the entire African Affairs (AF) region.
The Regional Integration and Systems Engineer (ISE) supports the Regional Security Office (RSO) and Engineering Security Office (ESO) staff on all PTL program-related matters and serves as Regional Lead when required.
Conducts daily operations in the Embassy Operations Center (EOC) and provide Position Location Information (PLI) in compliance with Post’s Personnel Recovery (PR) and travel policies.
Demonstrates exceptional expertise in the technical aspects of practical and critical life-safety programs.
EOC duties include tracking and reporting all off-compound Chief of Mission (COM) travelers’ movements to RSO using PTL monitoring systems and applications.
In addition, familiarization with AF landscape and political nature is necessary to provide the highest level of support and critical security information to travelers.
Requirements also include training end users on use of PTL tracking devices.
The Regional ISE assists with managing and accounting for all PTL-related materials and assets using DOS work management systems (CMMS/ILMS) for the AF region.
The Regional ISE also conducts hard-wired vehicle installations while servicing all related equipment; assists with packing and shipping fly-away kits; supporting systems integration, system design and analysis, documentation, and integrating future technological platform
Basic Qualifications:
A Bachelor’s Degree or five (5) years of relevant experience in a technical or security related field is required.
The Regional ISE must possess excellent oral and written skills with the ability to provide regular professional briefings to senior DOS officials.
In addition, they must possess expert-level technical skills regarding operations and related equipment (Microsoft Office, personal computer and hardware basics, setup, troubleshooting, data dissemination, and personnel tracking software) along with expertise in technologies used at Post (computer systems architecture, COMSEC, RF engineering, Integrated Broadcast System (IBS) data dissemination, and tactical mission monitoring).
Prior experience in an Operations Center (OPC) is required.
Basic mechanical skills are required for installing, maintaining, and troubleshooting equipment.
Preferred Qualifications:
Demonstrated experience in operating both a signal generator and a spectrum analyzer for use in troubleshooting entire UHF receiver system, to include input/output signal strength measurements of individual components and cables, from antenna to USB ENTR receiver is preferred.
Experience with fiber optics and conversion/transition from copper cable to single or multi-mode fiber optic cable is preferred.
Security Clearance Requirements:
Must possess an active Top Secret security clearance.
Must be eligible for a TS/SCI to meet full performance requirements.
Travel Requirements:
This position is based out of Nairobi, Kenya, with frequent rotations to Mogadishu, Somalia.
There will be requirements to conduct site visits and support the greater AF region.
Travel can be in excess of 25% from the base Nairobi location.
This position also entails travel to high-risk locations with often austere work conditions.
Physical Requirements:
Moves about inside an office to access file cabinets, office machinery, etc.
Moves equipment weighing up to 50 pounds across and/or around shop floors.
Uses screwdrivers, pliers, wrenches, and other hand and power tools.
Frequently works in warehouses, buildings and vehicles that may be hot, cold, drafty, and poorly lighted.
Occasionally works outdoors in all types of terrain and weather conditions.
Communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.
Recognizes differences between colors, shades and brightness on computer or TV monitors
