Amref Health Africa Senior Officer – Monitoring, Evaluation and Learning Jobs in Malawi
Job Purpose
The Senior Officer – Monitoring, Evaluation and Learning will support and coordinate Corporate MEL and related initiatives to Amref Southern Africa programmes. S/He will support the strengthening of country office MEL systems in Malawi and Zambia to meet organizational and industry standards. This post is a balance of both strategic and operational support to the country offices through enabling country teams, linking with the overall organizational MEL strategy.
Working relationships: This position will report to the MEL Manager – Programme Support based in Headquarters, Nairobi and have a dotted line management relationship to the Country Manager, Head of Programme or Head of MEL in the country office that the position will be based in. The position holder travels and works closely with all MEL and Research units, programmes, projects, and support services within the Southern Africa programmes.
Primary Responsibilities
Planning
Work with the MEL-PSM to develop support requirements for the assigned country offices and ensure it is resourced adequately, including training and other requirements.
Support the strategizing of MEL with the MEL or Country lead in Malawi and Zambia offices to ensure effective delivery of MEL in country, that also informs the headquarters strategy and approaches.
Attend internal/external meetings where required.
Systems and Processes
Support and contribute to the development of standard operating procedures and quality management initiatives and ensure these are rolled out and institutionalized in Malawi and Zambia country offices effectively.
Support the roll out of standard trainings including the Amref Information Management Systems and ensure 100% entry compliance
Contribute to improved data quality assurance procedures from country offices that inform HQ processes.
Identify initiatives from country offices that can be developed further, promoted and utilised across the organisation. Plan and recommend exchanges between regions and countries for learning sessions and documentation of best practices.
Technical Support
Work with in-country MEL units to support the addressing of MEL related gaps in the country offices.
Carry out data quality assurance processes as required by corporate guidelines and in-country, donor requirements.
Support the development of MEL in proposals for the assigned country offices ensuring corporate processes and requirements are adequately addressed.
Provide or facilitate the provision of specific trainings for staff of assigned programme/country offices and support services on MEL topics.
Ensure issues or requests for support raised from assigned country offices are resolved, and/or referred to the specific technical focal in the team.
Review documentation by country office teams and recommend areas for further research, evaluations and impact assessments. Enable teams to document knowledge products where relevant.
Ensure all technical support provided is evaluated and documented as required.
Contribute to organizational learning by facilitating subject-matter analytics, lesson learnt compilation and briefs/reports for the region.
Experience
Minimum of five (5) years of experience in MEL in development settings with at least 1-2 years of field/country office experience.
Significant experience in providing MEL technical support related to the design of log-frames, quality assurance processes, evaluations and report-writing; experience in conducting technical trainings and data and analytics skills preferred.
Required Qualifications
Bachelors’ degree in Social Sciences, Statistics, Information Technology, Monitoring and Evaluation, Public Health or related areas or related fields;
Masters’ degree is an added advantage;
Relevant professional qualification.
Skills and Competencies
Ability to listen, communicate and work as a team with country office focal persons.
Facilitatory skills to enable programmes and MEL units in-country to deliver requirements effectively; ability to effectively strike a balance between fulfilling both corporate and country office requirements.
Ability to work independently and self-motivated.
High levels of integrity and honesty.
Being able to guide teams to deliver, at the same being hands-on on delivery.
Willingness to travel and divide appropriate time among Southern Africa programmes; and to other locations including HQ at Nairobi as and when required.
