Org. Setting and Reporting

This position is located in the United Nations Assistance Mission in Somalia (UNSOM), in the office of the Deputy Special Representative of the Secretary-General, Political (DSRSG/P). The Special Assistant will be based in Mogadishu and report directly to the DSRSG.

Responsibilities

Within limits of delegated authority, the Special Assistant will be responsible for performing the following duties:

Coordination and Facilitation

• Provides substantive and practical support to the DSRSG/Political in implementing the Mission’s mandate; Keeps the DSRSG/Political informed on all matters requiring his personal attention, assists in formulating options as to how those matters might be handled, and ensures appropriate follow-up as directed.

• Organizes and manages the DSRSG/Political’s meetings and Mission events, prepares written summaries and conducts follow-up activities, as appropriate; Coordinates/drafts correspondence for the DSRSG/Political’s signature.

• Develops and maintains collaborative relationships with mission components, the authorities, the broader UN family, donors and other national and international partners on coordination and policy matters. Political Analysis, Advice and Reporting

• Identifies, analyzes and monitors political developments and emerging issues with respect to the implementation of the Mission’s mandate;

• Assesses implications and makes recommendations on possible policies, strategies and other measures to address issues of concern and to advance mandated objectives; Monitors, evaluates and reports on implementation.

• Coordinates/drafts summary and analytical reports including, but not limited to, situation reports, briefing notes, notes to the file, code cables and input for the reports of the Secretary-General to the Security Council.

Management

• Assists in formulating and managing the implementation of the Mission’s programme of work, including through support to planning and budgetary processes.

• Assists in the selection of new staff.

• Performs other relevant duties as requested by the DSRSG.

Education

  • Advanced university degree (Master’s degree or equivalent) in political science, international relations, social science, economics, law, public administration, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Professional training in the areas of planning, facilitation and/or coordination is an asset.

    Work Experience

  • A minimum of five years of progressively responsible experience in political affairs, diplomacy, conflict resolution, or related field. Extensive experience in political outreach, facilitation, analysis, advice and reporting is required.
  • Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) or similar international organization or non-governmental organization in a conflict or post-conflict setting is desirable.
  • Previous experience working in the office of a senior public official and/or as a Special Assistant (or similar) to a senior public official is desirable.
  • Experience working in the Horn of Africa region is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For this

    position, fluency in English, (both oral and written) is required
