    Duties and Responsibilities

  • As the global authority on the environment, UNEP is mandated through the United Nations Environment Assembly (UNEA) and United Nations General Assembly (UNGA) to promote a global movement towards cleaner air. UNEP’s Medium-Term Strategy (MTS) 2022 – 2025 sets an ambitious air quality target: “By 2025, 30 per cent of the world’s population live in areas where WHO Air Quality Interim Target 3 for outdoor PM2.5 (fine particulate matter) is attained”. Currently, only 19 per cent of the global population lives in areas where concentrations of PM2.5 pollution is below 15 micrograms per cubic meter, and thus locations where an additional 11 per cent of the world population reside must improve the air quality significantly in coming years, if the MTS target is to be met.

    Based on UNEP’s analysis, there is limited uptake of key measures that can reduce emissions of pollutants across key economic sectors, and countries are facing large, systemic challenges such as financing gaps that can result in an inability to invest in data analysis, and a lack of enforcement capacity when legislation, policies and actions are adopted and need to be implemented.

    There is a need to mobilize large scale investment for sector-specific mitigation measures that can reduce air pollution substantially. UNEP’s project on Improving Air Quality is the primary UNEP response to the global air pollution crisis. It aims to mobilize UNEP’s and its key partners’ collective capacity to reduce air pollution from major sources in high impact sectors, and to strengthen air quality monitoring and management capacities of key stakeholders.

    One of the four outputs of the project is “Partnerships and finance mobilized with industry and private sector to shift investments across high impact sectors”. In 2023 and 2024, UNEP conducted some initial work under this output, including analysing strategies of engagement with private sector and mapping opportunities for resource mobilization. Most recently, UNEA Resolution 6/10 requested UNEP to, inter alia, establish and facilitate a cooperation network on air quality, working with interested member states, members of specialized agencies, secretariats of the UN entities, including UN Regional Economic Commissions, relevant MEAs, international, regional and subregional bodies, organizations and

    initiatives. UNEP is now looking to recruit a consultant to further scale up UNEP’s efforts for air quality management at the global, regional, and national levels, through the engagement of the private sector, finance, and the donor community. At the same time, the consultant will also provide technical support to the formation and facilitation of the global cooperation network on air quality in response to UNEA Resolution 6/10. The consultant will report to Air Quality Coordinator, his /her duties will include:

  • One event focused on private sector engagement on air quality, organized jointly with an Output 1 partner.
  • One knowledge product focused on creating a stronger enabling environment for private sector engagement on air quality, developed jointly with an Output 1 partner.
  • One draft discussion document on the global network developed for UNEP management.
  • Coordination and submission of at least, one air quality funding proposal.
  • Development and facilitation of two internal consultations on the global cooperation network.
  • Development and facilitation of two external consultations on the global cooperation network.
  • Drafting of TORs for the global cooperation network.
  • Development of internal resources to support the development of future UNEP air quality funding proposals.
  • Finalise the conceptualization of the air quality cooperation network
  • Support the organization and facilitation of the first network meeting.

    Qualifications

  • An advanced university degree in environment management, international development, social studies or related field, or equivalent work experience.
  • A first level degree with an additional two years of qualified experience may be accepted in lieu of the advanced degree.
  • At least 5 years of progressive experience in preparation, designing and implementation of international development projects, ideally in the field of environment is required

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
  • Knowledge of another official United Nations language is an advantage.
