The Norwegian Red Cross movement is Norway’s largest voluntary humanitarian organization. The organization has 44,000 volunteers divided into various activities. The Norwegian Red Cross is present all over the country with 375 local associations from Finnmark in the north to Agder in the south. The activity is organized in 19 districts. Background

The conflict in the Tigray region has been characterized by a devastating humanitarian crisis that uprooted tens of thousands of families and took a heavy toll on the healthcare system. As a result of the hostilities, close to 90 percent of Tigray’s health facilities were damaged or destroyed in the conflict and more than 15,000 weapon-wounded cases were hospitalized in Mekelle.

To address the health needs of the weapon wounded in Tigray, based on the Partnership Framework Agreement (PFA) between NoRC and the International Committee of the Red Cross

(ICRC), the project “Tigray – Weapon Wounded Assistance Project” supports the surgical medical team working in the Awash Hospital in Mekelle.

NoRC is supporting the implementation of the project under the overall leadership, direction, and accountability of the ICRC.

NoRC and the ICRC are seeking for an evaluator (s) to evaluate the relevance, efficiency, and effectiveness of the project “Tigray – Weapon Wounded Assistance Project” with the purpose of identifying interventions that did and did not work to improve future (similar) emergency response operations.

Emphasis is given to the following cross-cutting aspects (non-exhaustive and partially overlapping list):

  • Cooperation and collaboration between NoRC and ICRC on all levels on managerial, operational, and technical aspects

  • The health response and measuring its outcomes

  • Preparedness for emergency response

  • The added value of the partners to the project

  • The impact of the project on the beneficiaries’ lives

  • The main audience of the evaluation is NoRC and the ICRC.
