LVCT Health Deputy Chief of Party Jobs in Kenya

LVCT Health works with the government and other stakeholders at the national and county levels.
LVCT Health seeks to fill the position of a Deputy Chief of Party, in anticipation of an award of the USAID-funded Kenya Tuberculosis Program Support Activity (TBPSA), anticipated to start in early 2024. The proposed USAID’s Tuberculosis Program Support Activity (TBPSA) project will support the Ministry of Health (MoH) to control and prevent tuberculosis (TB) in Kenya.
The program will cover diagnosis of TB, treatment of diagnosed patients and prevention of transmission of TB, besides spearheading introduction of new technologies and approaches, and sustain the gains made in control of TB in Kenya
Recruitment is contingent upon successful award of the project to LVCT Health and final USAID approval of the candidate
Job purpose
The Deputy Chief of Party (DCOP) will be responsible for the overall management and operations of the project and will be the key liaison with USAID. S/he will supervise activity implementation and ensure the program meets stated goals and reporting requirements. The DCOP will take a leadership role in coordination among USAID and key stakeholders, and other implementing partners.
Specific Roles & Responsibilities
Project Management: Planning and execution
Coordinate the technical implementation across all technical areas for all the implementing counties
Ensuring achievement of all program targets in the counties
Coordinate development and tracking of AWP and quarterly implementation & Reviews
Ensure vibrant liaison committees within each county between the project and the county to enable joint but county-led planning
Convene annual county co-creation work planning meetings
Liaise with technical teams from other implementing partners in the region.
Ensure regular and structured follow-through of action points from TA, SIMS, HQ, USAID visits, monthly catch-up meetings
Mentorship and capacity building for STAs and that the same is cascaded to all technical staff in the project
Stakeholders Management and Communication
Convene and communicate any joint project and county planning and review meetings
Hold regular meetings with CEO CPGH for mutual collaborative relationships.
Communicating and overall coordination of any donor visits, SIMS exercises, and any other external visits to the county management and subsequent follow-up of action points.
Ensure partner teams within the consortium work in an integrated and harmonious manner
Participation in USAID/PEPFAR high-level meetings
Ensure private sector and FBO facilities that offer HIV services receive the necessary technical support from the project.
Communication on program directions/policy change and decisions of donors and/or the management to Counties/STAs/Project staff
Communication of any county-related and specific CGTRH matters on behalf of the project
Management: HRH for Health and Financial
Line manager to Senior technical officers providing direction, performance appraisal, mentorship and responsible for their performance
Support HR to ensure staff have completed the mandatory courses by USAID
Work with HR and COP to ensure adequate staffing aligned to budgets and targets.
Provide oversight for efficient utilization of LVCT Health and donor resources as per approved budgets
Responsible for approval of staff program budgets and liquidations following expenditure, ensuring timeliness as per policy
Project Performance Monitoring
Work closely with the MEAL specialist and the STAs to ensure Project complies with adhoc data requests from the donor are prepared and submitted for review and submission to the donor on a timely basis.
Work with MEAL to prepare presentations for monthly and quarterly USAID meetings, building capacity of technical teams to present their work
Responsible for coordinating and reviewing all project reports before submission to USAID.
Conduct regular performance review meetings- weekly/ M4 meeting
Participate/hold quarterly program review meetings with Counties
Prompt implementation of action points/CAP from SIMS, RDQAs
Visibility and Supervision
Raise the project’s visibility and presence in supported counties through adequate representation in the various County/Sub-County level TWGs by the technical teams as appropriate
Ensure 100% implementation of the Project’s tier system of technical support to county health facilities.
Support officers to develop and implement their monthly/quarterly site support schedules according to the Project’s tier system
Conduct regular site visits to project sites to gain intimate knowledge of the project’s successes, gaps, challenges, and opportunities
Required Qualifications, Skills, and Experience
A minimum of a medical degree and Master’s degree in public health, health administration, management, international health, or related field.
Ten (10) years of experience in a senior role leading a complex program of similar scope and dollar value, preferably in a developing country like Kenya.
Demonstrated expertise in all aspects of TB and TB-HIV/AIDS.
Seven (7) years of experience building partnerships with national and subnational governments, donors and other multilateral organizations, academia and research institutions, the private sector, local community organizations, and policy think tanks. Provide strong budget management and oversight to quickly identify problems and take corrective action.
Experience engaging partners and strengthening partnerships.
Proven ability to provide effective and primary representation with high-profile donors and government stakeholders.
Previous experience implementing and managing USAID-funded programs required.
Staff management experience and abilities that are conducive to a good and productive working environment.
Knowledge, Skills, and Abilities
Strategic, analytical, systems thinking, and problem-solving skills, with the capacity to see the big picture and the ability to make sound judgments and decisions.
Excellent relationship management abilities. Ability to relate to people at all levels, internally and externally.
