Org. Setting and Reporting

This position is located in the Board of Inquiry Unit of the United Nations Mission in South Sudan (UNMISS) Juba. Juba is classified in the “E” category and as a non-family duty station. The incumbent will report to Chief, Board of Inquiry Office.

Responsibilities

Within delegated authority, the Board of Inquiry Assistant (BOI) FS-5 is responsible for the following duties:

• Drafts all outgoing documents and correspondences relevant to Boards of Inquiry, ensuring that the submissions are complete, comprehensive and accurate.

• Collects the required information and documentation relevant to BOI case files from all mission components and host country offices.

• Provide procedural advice and support to Board members (in consultation with the BOI Officer, if applicable) throughout the BOI proceedings, advising on relevant procedures and arranging expert advice on applicable United Nations Regulations and Rules as needed.

• Performs all tasks as a BOI Coordinator as mentioned in the Department of Operations Support Standard Operating Procedures on Boards of Inquiry, including setting up initial briefings for BOI members, arranging BOI interviews with witness and taking notes during meetings.

• Drafts BOI reports for review by Board members, the BOI officer and/or the Legal Adviser; obtains signatures of Board members and witnesses; and compiles case files for submission to Mission leadership.

• Trains subordinate clerical staff in the BOI Unit as required.

• Perform any other duties as required.

    Education

  • High School or equivalent diploma is required.

    Job – Specific Qualification

  • Technical or vocational certificate of training in conducting Boards of Inquiry, investigative or paralegal proceedings is desirable.

    Work Experience

  • At least eight years of relevant progressively responsible experience in administration, law or related areas is required.
  • Experience with rules and procedures relating to Board of Inquiry functions is desirable.
  • Experience in Board of Inquiry or any other entity involved in investigative proceedings is desirable.
  • Experience in handling confidential documents is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required.
