Org. Setting and Reporting

This position is located in the Fuel Unit, Warehouse and Commodity Management Section of the United Nations Missions in South Sudan (UNMISS). The Associate Fuel Officer will be based in Juba and will report to Chief Fuel Unit or to a fuel officer or his/her designated official.

Responsibilities

Under the overall supervision of the Chief Fuel Unit, and within the delegated authority, the Associate Fuel Officer will be responsible to assist in managing petroleum, oils, and lubricants (POL) support and related services to the mission with the following duties:

• Assists the Chief of Unit in the management of the supply of fuel to the Mission, including the administration of outsourced contracts for petroleum, oils and lubricants (POL) and related services.

• Assists in developing, implementing and updating the Mission Fuel Fraud Prevention Plan and operation of Electronic Fuel Management System (EFMS).

• Assists in the development of EFMS 2 with OICT Partners and assist in implementation on deployment of EFMS 2 mission wide in coordination with Field Technology Section (FTS) and Engineering for installation of kWh meters.

• Monitors fuel consumption on EFMS and follow-up actions on correctness of quantity and quality of image documented for fuel consumption units of contingents in team sites.

• Ensures that all POL products supplied to contingents are properly accounted for and the necessary controls are in place in every unit including the use of scanners for every fuel issuance.

• Checks and verifies accuracy of EFMS and manual reports on a monthly basis and generates fuel consumption analysis for vehicles, generators and other fuel consuming assets.

• Supervises the Fuel fraud and loss prevention Cell. Identify misappropriation and over consumption of fuel and develops fraud prevention programs to assist in Fuel Unit Operations.

• Monitors fuel usage for vehicles, generators, individual users and contingents and analyze any major anomalies or patterns of inconsistent usage.

• Performs any investigation, especially on fuel consumption, as directed by Sector Fuel Officer or Chief, Fuel Unit and submit investigation reports.

• Ensures that strategic reserves and maintained at adequate levels at all times.

• Review requests and authorize issues of bulk fuel to contingents and other users.

• Monitor and reconciles all Contingents/ Units POL stock holdings and validate against previous month closing balances using EFMS 2 programme.

• Ensures that internal control systems are functioning to the highest standard including accurate and complete accounting.

• Reports and maintains all electronic (EFMS) records to ensure proper audit trail. Maintains full audit trail of all fuel transactions, misappropriation/ investigation reports and maintain the necessary files.

• Assists with providing Fuel Unit inputs on budget and acquisition planning.

• Monitors and analyzes contract performance to ensure compliance with contract terms, schedules and cost objectives.

• Liaise with the Contract Management Unit in the resolution of contractual disputes in the course of contract implementation.

• Collects and analyzes data to identify trends or patterns and provides

insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

• Ensures that requirements and background information used for data analysis are documented.

• Implements the Unit’s work program.

• Supervises, trains and monitors performance of staff.

• Performs other related duties as required.

    Education

  • Advanced university degree (Master’s Degree or equivalent) in engineering (civil, chemical, mechanical), Business administration, management, or related fields. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Job – Specific Qualification

  • A valid Driver’s license, including the ability to operate a manual-transmission light vehicle in 4×4 conditions, is required.
  • Training in Enterprise Resources Planning Tools (ERP) or another SAP-based application is desirable.

    Work Experience

  • A minimum of two (2) years of progressively responsible experience in supply chain, project/contract management or logistics support preferably in the field of petroleum products is required.
  • At least one year experience working in Electronic Fuel Management System, including budgeting and fuel accounting is required.
  • Experience in managing support services of international peacekeeping or military operations and other fuel consumption monitoring tools, is required.
  • Knowledge of the UN rules, regulations and working practices pertaining to field missions is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.
