International Organization for Migration Programme Assistant – MEAL Jobs in Ethiopia
The International Organization for Migration (IOM) is the UN Migration Agency with 174 Member States. IOM works closely with governmental, intergovernmental, and non-governmental partners in the field of migration. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Under the general supervision of MEAL Coordinator, technical Supervision of National Programme Officer – M&E, and Direct supervision of the Head of Sub-Office, the successful candidate will assist with monitoring, data gathering and analysis, documentation, reporting, and evaluation of IOM’s programme in Ethiopia.
The incumbent will support the implementation of the Mission’s M&E systems, strategies, methodologies, and contingency plans that respond to new and emerging operational challenges for IOM Ethiopia.
Responsibilities and Accountabilities:
Assist the regular monitoring activities in the field per work plans, in coordination with the programme teams, supporting that monitoring and evaluation arrangements comply with agreed systems and donor agreements.
Support the implementation of monitoring mechanisms including, but not limited to, project-level M&E plans, data collection tools, Site Visit Notes, needs assessments, and evaluations.
Monitor budget; verify availability of funds; obtain necessary approval and update budget related information.
Act as focal point for administrative coordination of MEAL activities implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
Participate in the baseline, midline, end line, and other (e.g. PDM and satisfaction surveys) and assist drafting MEAL reports, PDMs, surveys, identifying shortfalls in project implementation, bring them to the attention of the supervisor and suggest remedial actions.
Contribute to regular sharing of M&E findings with IOM colleagues and relevant stakeholders and provide timely monitoring data to be used in discussions in appropriate forums.
Assist establishing locally tailored feedback and complaint mechanism, conduct a regular visit to IOM’s intervention sites in the field office to assess affected population satisfaction.
Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops, and training sessions.
Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the project.
Assist in monitoring work of implementing partners and report non-compliances to the supervisor.
Provides guidance/training to new/junior staff.
Perform other related duties as assigned.
Required Qualifications and Experience
Education
Bachelor’s degree or Diploma in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution
Experience
Three years for Degree or five years for Diploma relevant professional experience.
Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Experience on building an M&E system on humanitarian and development settings, establishing standards and procedures, implementing and translating M&E systems, data analysis and report writing.
Relevant training and exposure on IOM M&E guidelines and project development highly desirable.
Expertise in IOM programme/project cycle management processes and financial management system desirable.
Languages
For this position, fluency in English, Somali and Amharic is required (oral and written).
Working knowledge of other local languages is desirable.
Skills
In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
Knowledge of UN and bilateral donor programming.
Knowledge of financial rules and regulations.
Data analysis and presentation skills using excel, PowerPoint, SPSS, Stata, R, etc
Report writing skills
