General Description of the Programme/GOAL
GOAL’s mission is to work with the most vulnerable communities to help them respond to and recover from humanitarian crises, and to assist them to build transcendent solutions to mitigate poverty and vulnerability.
GOAL has been present in South Sudan since 1985 and is currently implementing health, nutrition, WASH and livelihoods programmes in three States and one special administrative area: Kajo Keji County of Central Equatoria, Twic County of Warrap State, Abyei Special Administrative Area, and the counties of Renk and Ulang of Upper Nile State.
GOAL envision a world where poverty no longer exist, vulnerable communities are resilient, barriers to wellbeing are eliminated and everyone has equal rights and opportunities. GOAL South Sudan main donors are Irish Aid, ECHO, USAID, Bank of Ireland, Electric Aid, SSHF, WFP, WHO and UNICEF.
Job Purpose
The post holder will provide leadership and management oversight of GOAL’s programme in his/her area of responsibility. The post holder will ensure effective and efficient management of programmes, resources, staff and support functions in the field and will thoroughly execute finance, human resources and operation functions.
The Post holder will take part in developing programmes and identification of the necessary resources for their areas of responsibility. As a representative of GOAL in the field office, the post holder will be the focal point for security matters in liaison with the CD, Safety and Access Manager and all external communications in the area of responsibility.
He/she is expected to represent GOAL in all coordination meetings, establish and maintain relationship with peer agencies, UN and government counterparts in the area.
Duties and responsibilities
Programme Development and Management:
Ensure the successful, timely and quality implementation of all project activities in accordance with established standards, methodologies, and donor commitments.
Take overall leadership and oversight on the management of area-based budgets, provide necessary authorisations, review budget vs expenditure reports and take corrective actions to meet donor guidelines.
Ensure a systems approach to all GOAL Programming in his/her area of responsibility.
Draft and present to the management regular analysis on the context and humanitarian situation in his/her area of responsibility to inform future proposal development processes in the area.
Ensure integration with other sectors in the area to strengthen the quality and geographical coverage of GOAL’s programmes.
Be a driving force in proposal/programme development in his/her area of responsibility and provide input to fundraising efforts, in coordination with the Programme Support Officers or Grants manager, Programme Director and Technical team.
Take lead in adapting the country strategy to the local context and provide input to annual country plans.
Take lead in ensuring reports generated from the field office are detailed, high quality before submission to the relevant contact in Juba.
Monitor project implementation status and quality in line with the set quality benchmarks and liaise with the MEAL team to ensure regular monitoring of programmes.
In coordination with the MEAL team ensure that a complaints and feedback mechanism is in place for all projects in his/her area of responsibility.
Ensure partners deliver their activities as per the signed PFA, agreed plans and budgets.
Maintain strong communication and coordination with the partners in line with GOAL’s partnership framework.
Team Management:
Lead, mentor and supervise the field-based staff.
Ensure regular performance management of field staff including through ongoing feedback and periodic reviews based on set objectives and staff responsibilities.
Encourage a positive, innovative, and mutually supportive team spirit amongst the team.
Identify learning needs for the team and assist in organizing training sessions for staff, partners, local authorities and community members.
Systems Coordination
With the support of the Systems Director, ensure appropriate set up and compliance with GOAL procedures relating to logistics, procurement, fleet, warehousing, HR, Admin etc. in the area of responsibility.
Work closely with relevant department leads to ensure the field office is sufficiently staffed through prompt recruitment and vacancy declarations.
With guidance from the compliance team ensure that all donor, government and GOAL regulations are followed in the area of responsibility.
In liaison with the Systems Director, oversee and maintain the core cost budget in the area of responsibility. Security Management
Ensure staff know and understand GOAL’s safety and security regulations, GOAL’s Global and in country HR policies and the Trust and Assurance Framework.
Participate in the review and updating of the Country Safety Management Plan.
In Collaboration with the Safety and Access Manager, develop area based contingency plans, Medevac, hibernation, evacuation plans and SOPs.
Monitor the security situation, attend security meetings, and update the Country Director and Safety and Access Manager where appropriate of developments through submission of accurate monthly reports and where needed ad hoc incident reports.
Representation
Undertake high-level representation and liaison with Government partners and officials as well as donor representatives.
Establish systems for communication with local Government, partners, relevant line ministries and community representations in the project area.
Identify and build relationships with authorities and other relevant stakeholders in the area.

Requirements
Essential
Master’s degree or equivalent in relevant field in International Development, Public Health, Health System Management, Strategic or Project Management.
Minimum 5 years’ experience in a humanitarian setting including significant field operations experience in both emergency and development programmes.
Minimum of 4 years of progressive management responsibility overseeing comprehensive and integrated programmes in one of GOAL’s thematic areas of focus (Food Security and Livelihoods, WASH, Health, resilience etc).
Experience in designing and implementing projects in at least one of GOAL’s thematic areas of focus.
Excellent writing skills demonstrated through technical documents, thought pieces, and proposals.
Demonstrated ability in project management, donor/relationship management, donor compliance and requirements, budget management, financial analysis, and coordinating processes across stakeholders, supporting projects in fragile countries and/or with USAID, ECHO, Irish Aid, UN, and Private Foundation funding etc.
Sound knowledge of international humanitarian standards, policies and procedures including the Red Cross and Red Crescent Code of Conduct, HAP-I Standard, ECB Good Enough Guide, Sphere Standards, Core Humanitarian Standards, donor requirements and Accountability to Affected Populations framework.
Strong computer skills (MS Word, Excel, Outlook, Teams, and Power Point)
Strong English communication skills (both oral and written).
Desirable
Candidate with experience using Systems approach in emergency/early recovery contexts will have an added advantage.
Experience in providing input to strategic and operational plans and organizing resources to achieve results.
Commitment to and proven record in managing accountable, transparent, and inclusive programming in complex contexts.
Demonstrated organizational, time management, and analytical skills.
Previous experience working in South Sudan.
